Ontario Expands Provincial Oversight to Two Additional School Boards
The Ontario government has extended its direct control over two more school boards, bringing the total number of boards under provincial supervision to eight. Education Minister Paul Calandra announced on Thursday that the Peel District School Board (PDSB) and York Catholic District School Board (YCDSB) will now be overseen by provincially appointed supervisors.
Minister Cites Serious Concerns Over Management and Finances
In a statement, Minister Calandra explained that the decision was driven by "serious concerns about infighting and long-term financial unsustainability" within both boards. He emphasized that these issues posed a significant risk to student learning and achievement, necessitating immediate intervention to restore stability and focus on educational outcomes.
"After careful review, it is clear that both Peel and York Catholic are facing serious challenges that they cannot resolve on their own," Calandra said. "I have appointed supervisors to restore sound management, strengthen oversight and ensure every decision is focused on protecting student learning and success."
Specific Issues Leading to Provincial Takeover
The move follows an announcement in January that both boards would be placed under supervision. For the Peel board, the province acted to prevent the planned layoff of 60 classroom teachers, which would have disrupted the education of approximately 1,400 students mid-school year. Additionally, the PDSB, Ontario's second-largest school board, has reportedly run deficits for five consecutive years, jeopardizing its financial future.
The York Catholic board faces similar scrutiny, with the province citing ongoing management disputes and fiscal irresponsibility as key factors in the decision.
Appointed Supervisors and Their Backgrounds
Management consultant Heather Watt has been appointed to oversee the Peel District School Board, while Carrie Kormos will manage the York Catholic District School Board. Both individuals bring extensive experience in public and private sector management to their new roles.
This action is part of a broader provincial strategy to address alleged mismanagement across Ontario's education system. Last year, the government took control of several other boards, including the Toronto District School Board and Toronto Catholic District School Board, by suspending trustees and appointing supervisors.

With the addition of Peel and York Catholic, the list of school boards now under direct provincial supervision includes:

- Dufferin-Peel Catholic District School Board

Opposition Criticism and Political Reactions
Ontario NDP Education Critic Chandra Pasma has strongly criticized the government's approach, accusing the Doug Ford administration of prioritizing politics over students. Pasma argued that the appointment of political insiders, rather than experienced educators, undermines the voices of students, parents, and teachers in decision-making processes.
"Instead of bringing in experienced educators who understand classrooms and student needs, Minister Calandra has handed control to former Conservative government staffers," Pasma stated. "Students, parents, and educators should be at the centre of decisions about our schools. Instead, Minister Calandra is blatantly ignoring the voices that should matter most and handing control to political insiders."
The provincial government maintains that these measures are essential to ensure fiscal prudence and effective management within the education system, ultimately safeguarding student success and resource allocation.
