OpenAI has announced a significant new agreement to sell access to its advanced artificial intelligence models to United States defense and government agencies. This deal will be facilitated through Amazon's cloud computing unit, Amazon Web Services (AWS), and will cover both classified and unclassified work. The announcement was made by the ChatGPT creator on Tuesday, highlighting a major expansion into the national security sector.
Pentagon Contract Secured After Anthropic's Departure
The contract enables OpenAI to support the Pentagon under an arrangement secured in late last month. This opportunity arose after the Department of Defense terminated its previous AI provider, Anthropic. Anthropic had been a key supplier of AI technology to U.S. defense, having won a Pentagon contract valued at up to $200 million in July 2025. The company collaborated with Palantir and AWS to deploy its Claude models in classified military and intelligence systems.
Collapse of Anthropic's Relationship with the Pentagon
However, Anthropic's relationship with the Pentagon collapsed dramatically in February. The breakdown occurred after Anthropic refused to permit unrestricted military use of its AI technology, particularly for applications involving domestic surveillance and autonomous weapons systems. In response, the Pentagon designated Anthropic as a supply chain risk, effectively cutting off the company from all government work. Anthropic has since filed a lawsuit to challenge this designation, but the move paved the way for OpenAI's entry.
OpenAI's Strategic Shift into Classified Operations
OpenAI, which had previously focused primarily on unclassified government applications, has now secured a Pentagon contract to provide its AI models for classified operations. This represents a pivotal shift in the company's strategy, moving into the high-stakes realm of national security. The partnership with AWS is central to this new direction, leveraging Amazon's established infrastructure within federal systems to facilitate secure and compliant AI deployments.
The Growing Battleground for Government AI Contracts
This development underscores how access to government and defense contracts is becoming a critical competitive arena in the AI industry. Cloud providers like AWS, which are already deeply embedded in federal IT ecosystems, are increasingly serving as gateways for AI companies seeking lucrative public sector work. Securing such contracts not only provides immediate revenue but also enhances credibility. For OpenAI, winning Pentagon approval could help attract large corporate clients, who often view successful high-stakes public sector engagements as a strong indicator of trust and reliability.
Organizational Changes Facilitating the Move
OpenAI's ability to pursue this contract follows its transition to a for-profit structure last fall. This organizational change allowed the company to update its existing agreement with Microsoft, enabling partnerships with rival cloud providers, including AWS, for selling AI solutions to national security customers like the Pentagon. This flexibility has been crucial in adapting to the evolving demands of the defense sector and seizing new opportunities in a rapidly changing market.
