The scandal, involving envelopes of cash, has led to Rodriguez's resignation announcement and triggered probes by Quebec's anti-corruption unit.

The Allegations at the Heart of the Scandal

News reports this week revealed that Montreal businessman Emanuel Cabral hosted an event at his home this spring to support Pablo Rodriguez's campaign for the Quebec Liberal Party leadership. It is alleged that Cabral provided some guests with envelopes containing $500 in cash to donate to the campaign.

Under Quebec's strict electoral laws, political donations must be made directly from an individual's personal bank account and cannot be reimbursed by a third party, a measure designed to ensure transparency and prevent undue influence.

In a statement issued on Tuesday, December 17, 2024, Rodriguez confirmed his presence at the event but vehemently denied any knowledge of reimbursements. "Neither I nor my campaign team had any knowledge of refunds issued to donors," he stated, adding that they have "zero tolerance for such acts." Rodriguez announced he would file formal complaints with Quebec's anti-corruption squad, UPAC, and Elections Quebec against the businessman, calling the alleged actions "unacceptable, unethical and contrary to the rules in force."

Cabral reportedly admitted to reimbursing some of his own employees who could not afford to attend the fundraising event, claiming he acted on his own initiative.

Who is Businessman Emanuel Cabral?

The individual at the centre of the allegations is Emanuel Cabral, founder and president of Global International Network Inc., a wine and port import agency based in Montreal's Ahuntsic-Cartierville borough. He founded the company in 1996.

Cabral's LinkedIn profile indicates a background in government and international relations. From 1992 to 1994, he served as a senior adviser to John Ciaccia, then Quebec's minister of international affairs. In that role, he advised on bilateral relations with regions including Mediterranean Europe, Latin America, and Asia, and liaised between different levels of government.

His business holdings also include being president and majority shareholder of a holding company, Société d’Investissements Cabral (S.I.C.) S.A. A graduate of the Université du Québec à Montréal in the 1980s, his career began in Montreal's garment industry in 1969.

A Cascade of Crises for the Quebec Liberals

This cash-for-donations scandal is the latest and most severe blow to the Quebec Liberal Party since Rodriguez won the leadership in June. The party's crisis began on November 18, when Rodriguez removed Liberal MNA Marwah Rizqy as parliamentary leader and suspended her from caucus for firing her chief of staff without consultation.

In the wake of that initial dispute, further reports emerged alleging some party members had received "brownies" – $100 bills – to vote for Rodriguez during the spring leadership race. Rodriguez later expelled both Rizqy and MNA Sona Lakhoyan Olivier from the party.

The accumulating allegations have prompted at least three separate investigations: one by UPAC, another by the National Assembly’s ethics commissioner, and an internal probe by the Quebec Liberal Party itself. As of Wednesday, Elections Quebec had not confirmed if a formal investigation is underway.

Financial Scale of the Leadership Campaign

Rodriguez's campaign was the financial frontrunner in the Quebec Liberal leadership race. His campaign reported 870 contributions, surpassing his closest rival, Charles Milliard, who had 657. Rodriguez's campaign revenue totaled $324,485, significantly higher than Milliard's $191,465, according to financial reports filed with Elections Quebec.

The current scandal raises serious questions about the integrity of that fundraising process and compliance with election financing laws. The fallout has severely damaged the party's unity and public image, culminating in the leader's resignation and casting a long shadow over its future.
