Windsor city council is moving forward with a proposal to transform the historic Windsor Arena into a transitional housing village, dubbed 'Village at the Barn.' The concept, revealed through architectural renderings by Architecttura, envisions a supportive housing community for individuals experiencing homelessness.
Proposal Details
The project would repurpose the former arena, located in downtown Windsor, into a village-style development featuring modular units and shared amenities. According to city officials, the initiative aims to provide not just shelter but wraparound services, including mental health support and job training.
Council members discussed the proposal during a recent meeting, with Mayor Drew Dilkens expressing cautious optimism. 'This is a creative solution to a pressing issue,' he said. 'We need to move quickly but carefully to ensure it meets the needs of our community.'
Community Impact
The 'Village at the Barn' is part of a broader strategy to address homelessness in Windsor, which has seen a 30% increase in shelter use over the past year. The project is expected to house up to 100 individuals, with a focus on transitioning them to permanent housing.
Local residents have raised concerns about safety and property values, but city planners emphasize that the village will be managed by experienced social service providers. 'We are committed to working with the neighborhood to ensure this is a positive addition,' said planning director Mark Winterton.
Next Steps
The council has directed staff to conduct a feasibility study, including cost estimates and a timeline. A report is expected within 90 days. Funding could come from federal and provincial homelessness programs, as well as municipal reserves.
If approved, construction could begin in 2027, with the first residents moving in by 2028. The project represents a significant shift in Windsor's approach to homelessness, moving from emergency shelters to longer-term supportive housing.
