EU Court Dismisses Google Appeal of $4.5B Fine

The European Union's highest court has dismissed Google's appeal against a record €4.5 billion (US$4.5 billion) antitrust fine, marking a major victory for EU regulators in their crackdown on Big Tech. The fine, originally imposed in 2018, was for abusing its market dominance by requiring smartphone manufacturers to pre-install Google Search and Chrome as a condition for licensing the Google Play Store.

Court Upholds Landmark Penalty

The European Court of Justice, the EU's top court, ruled on July 2, 2026, that Google had illegally used its Android operating system to stifle competition. The court stated that Google's practices, including payments to manufacturers and mobile network operators to exclusively pre-install Google Search, constituted an abuse of its dominant position. The fine, originally levied by the European Commission, remains the largest antitrust penalty imposed on a single company.

According to the court's ruling, Google's actions harmed consumers by limiting choice and innovation in the mobile internet market. The judges rejected Google's arguments that its agreements were pro-competitive and beneficial to users.

Impact on Big Tech Regulation

The decision reinforces the EU's aggressive stance against tech monopolies and sets a precedent for ongoing cases against other major companies. The European Commission has fined Google a total of €8.2 billion in three separate antitrust cases since 2017, including this one. The ruling also comes as the EU implements the Digital Markets Act, which imposes stricter rules on large online platforms.

Google expressed disappointment with the ruling but said it would comply. The company had previously set aside funds to cover the fine. The decision is final and cannot be appealed further within the EU legal system.
