The Ontario police watchdog has concluded its investigation into a drug overdose incident that occurred after an arrest in Pembroke in December 2025, clearing an Ontario Provincial Police officer of any criminal wrongdoing.
Details of the Arrest and Overdose
On December 2, 2025, at approximately 6 p.m., officers from the Upper Ottawa Valley OPP detachment responded to a reported disturbance at a residence on Pembroke Street West. According to a news release issued by the OPP on December 3, a 44-year-old man, who was wanted on an outstanding warrant, was arrested at the scene without incident.
During the arrest, police seized two loaded weapons and a quantity of suspected cocaine from the location. The man was then placed in the back seat of a police cruiser for transport.
Medical Distress in Custody
While in the cruiser, the man experienced a sudden medical emergency. Officers quickly administered naloxone and called for paramedics before he was rushed to a hospital for treatment. It was later confirmed that he had suffered a drug overdose while in police custody.
In a release dated April 1, the Special Investigations Unit provided further details, stating that the man had retrieved a white substance from the crotch area of his pants and ingested it while seated in the cruiser. This action led to the overdose and subsequent medical intervention.
SIU Investigation Findings
The SIU, a civilian oversight agency responsible for investigating police-related incidents involving death, serious injury, firearm discharges at persons, or allegations of sexual assault, conducted a thorough review of the case.
SIU Director Joseph Martino announced that after examining the evidence, he found no reasonable grounds to believe that the OPP officer committed a criminal offence in connection with the overdose. The investigation highlighted that the drugs were concealed in a manner that made detection difficult without a strip search.
"Director Martino found it regrettable that the bag of drugs was not detected and confiscated prior to the man’s ingestion of the drugs in the cruiser," the SIU release stated, "but noted it seemed unlikely that anything short of a strip search would have revealed the item given its location."
