A Defining Act of Defiance in Lévis
One of the most telling examples of Lightbound's political character occurred in 2017 in Lévis, Quebec. Politicians from across the spectrum united to march in support of workers at the Davie shipyard, blasting the Trudeau Liberal government for not providing enough contracts to prevent massive job losses. The protest targeted the federal government's refusal to include the Quebec shipyard in its National Shipbuilding Strategy (NSS).
Amidst the crowd, only one federal government representative appeared: Liberal MP Joël Lightbound. His presence stunned observers, including Frédérick Boisvert, then vice president of public affairs for Davie. "When Joël appeared in the picture, I’ll admit that a few people felt their jaw drop," said Boisvert, now head of the Quebec City Chamber of Commerce and Industry.
Jean-Yves Duclos, the only other Liberal MP from Quebec City at the time and a cabinet minister, recalled encouraging Lightbound to attend, as he himself was bound by cabinet solidarity. Duclos called the move "bold," while Boisvert labeled it an act of "courage." Lightbound quickly assured the workers he understood their concerns and would fight to revive Quebec's shipbuilding industry, earning the respect of unions.
From Protest to Policy Victory
Lightbound's public stance was matched by fierce advocacy behind the scenes. "Joël fought ferociously inside government — he was one of the great advocates for the Davie shipyard," Boisvert noted. Duclos emphasized it was a group effort by the Quebec caucus to pressure the government.
The advocacy bore fruit. About 18 months after the 2017 march, the Trudeau government initiated the process to select a third shipyard under the NSS. By 2023, Davie was officially added alongside Irving and Seaspan, securing its future with billions in federal contracts for Coast Guard and Navy fleet renewal.
A History of Speaking Out
Lightbound's independent streak surfaced again during the Freedom Convoy protests in Ottawa in 2022. The MP publicly criticized his own government, accusing it of politicizing the COVID-19 pandemic during the 2021 election. This willingness to break ranks on a highly charged issue further cemented his image as an unpredictable figure within the Liberal caucus.
Now, at 37 years old, Lightbound assumes the critical role of Quebec lieutenant for Prime Minister Mark Carney, tasked with being the government's face and voice in the province. He takes on this role atop his substantial cabinet portfolio.
