Windsor Police Lay 17 Charges in Grooming Investigation

Windsor police have laid 17 charges against two suspects following an investigation into the grooming and sexual exploitation of two underage girls. The human trafficking unit began the probe in April after receiving information that a female youth had been groomed and sexually exploited by an unknown suspect.

Suspects Used Snapchat to Contact Victims

Investigators identified a 26-year-old man as the first suspect, who used the alias Jack on Snapchat to connect with one of the girls. According to police, the man developed an online relationship with the girl before meeting her in person, where he allegedly provided alcohol, food, and marijuana in exchange for sexual acts. He was arrested at a business on the city's west side.

A second suspect, a 27-year-old man, was then identified for similar offences involving the same girl. A second victim came forward and identified the 27-year-old, who used the alias Sam on Snapchat, as the individual who sexually exploited her.

Alleged Human Trafficking Elements

Police allege that the sexual exploitation of both victims included coercion to engage in sexual acts for money, consistent with human trafficking. The ages of the girls have not been released. Officers from the problem-oriented policing unit located the second suspect on July 3 at a residence in the city's west end.

Charges Against the First Suspect

The first suspect faces three sexual assault charges, two counts of sexual interference with a person under 16, and one count each of forcible confinement and obtaining sexual services for consideration from a person under 18.

Charges Against the Second Suspect

The second suspect has been charged with two counts each of sexual assault, obtaining sexual services for consideration from a person under 18, procuring a person under 18, and receiving material benefits. He also faces one count of sexual interference with a person under 16 and one count of invitation to sexual touching.

Additional Suspects Sought

Police said two additional suspects are wanted for obtaining sexual services for consideration from a person under 18. Investigators believe there may be additional victims.
