A 77-year-old Canadian man suspected of child pornography crimes has been arrested in the Philippines after evading authorities for more than four years. Rudolf Hannes Hofer, originally from Cranbrook, British Columbia, was taken into custody in San Carlos City, Pangasinan province, on Sunday, June 23, 2026, according to Philippine law enforcement officials.
Details of the Arrest
Hofer had been wanted in Canada since at least 2021 on charges related to possession of child sexual abuse materials. The Philippine Bureau of Immigration, acting on intelligence provided by Canadian authorities, located Hofer in San Carlos City. He was also found to be living illegally in the country on an expired visa, having failed to extend his authorized stay. Hofer is now detained in Taguig City as deportation proceedings begin.
“Canadian authorities provided vital information that led Philippine immigration operatives directly to the suspect’s location in San Carlos City,” a press release from the Bureau of Immigration stated. “This swift action prevents the suspect from further evading justice.”
Ongoing Efforts Against Fugitives
Immigration Commissioner Joel Anthony Viado emphasized that the Philippines will not be a safe haven for those fleeing prosecution. “The Philippines will not serve as a sanctuary for fugitives seeking to escape accountability for serious crimes,” Viado said in a statement.
Hofer is the latest in a series of suspected Canadian pedophiles who have sought refuge in Southeast Asia. The Philippines, Thailand, and Cambodia remain popular destinations for child sex tourism, often exploiting vulnerable children in impoverished communities. Factors such as extreme poverty, high English proficiency, and widespread internet access have made the Philippines a hotspot for global child sexual exploitation and cybersex tourism.
Context of Child Sex Tourism in Southeast Asia
Foreign offenders frequently drive pay-for-view live-streamed child sexual abuse in the region. In a high-profile case, Australian Peter Scully, 55, is serving a life sentence in an Australian prison after being convicted in 2018 of human trafficking and multiple counts of rape in the Philippines. His crimes included filming the abuse of children, one as young as 18 months old. His Filipina girlfriend, Lovely Margallo, received a 126-year prison sentence.
Another Canadian, Orville Mader, a retired teacher from Kitchener, Ontario, was arrested by the Philippine National Police in 2022 for allegedly sexually assaulting an 11-year-old boy in Binan, Laguna. Mader had previously been convicted in absentia in Thailand in 2007 for paying 500 baht (approximately C$15) to have sex with an 8-year-old boy in Pattaya. He had also faced charges in Cambodia for assaulting boys aged 11 and 14, but those were dropped.
The arrest of Hofer underscores ongoing international cooperation to bring fugitives to justice and protect children from exploitation.
