Amnesty Urges War Crimes Probe into Israeli Attacks on Lebanon

Amnesty International has called for an international investigation into Israeli military strikes on Lebanon, arguing that the attacks may constitute war crimes. The human rights organization urged the International Criminal Court (ICC) to examine the incidents, which have resulted in civilian casualties and extensive damage to infrastructure in southern Lebanon.

Civilian Casualties and Destruction

According to Amnesty, the strikes targeted residential areas, medical facilities, and cultural heritage sites, leading to the deaths of at least 45 civilians, including 12 children. The organization documented attacks on a hospital in Tyre and a school sheltering displaced families. “These attacks show a clear disregard for international humanitarian law,” said Agnès Callamard, Amnesty’s Secretary General. “We have evidence that suggests they were deliberate or disproportionate, which could amount to war crimes.”

International Legal Framework

Under the Rome Statute, deliberate attacks on civilian objects or indiscriminate attacks that cause excessive harm to civilians are considered war crimes. Amnesty’s report, released on July 8, 2026, details 15 specific incidents between June 10 and June 25, 2026, where Israeli airstrikes hit non-military targets. The report also notes that Israel has not provided evidence of legitimate military objectives in those locations.

Response from Israel and Lebanon

Israeli officials have rejected the allegations, stating that all strikes were directed at Hezbollah positions and that precautions were taken to avoid civilian harm. “Israel operates in full compliance with international law,” said a spokesperson for the Israel Defense Forces. Lebanese authorities, however, have supported Amnesty’s call, with Prime Minister Najib Mikati stating, “We demand an independent investigation to hold those responsible accountable.”

Broader Conflict Context

The strikes are part of an escalating conflict between Israel and Hezbollah, which intensified in June 2026 following a cross-border raid. The United Nations has reported that over 100,000 people have been displaced in southern Lebanon. Amnesty’s call adds to growing international pressure for a ceasefire and accountability for potential violations of the laws of war.
