This initiative follows the formal adoption of a 'Buy Canadian' policy within the federal government's most recent budget.

New Policy Opens Doors for Local Businesses

The Carney government's budget, tabled in November, has officially cemented 'Buy Canadian' as federal policy. Senator Pupatello, a former longtime Windsor MPP and Ontario Liberal cabinet minister, emphasizes that this policy shift is creating significant opportunities for local enterprises.

"Because the government is now in a Buy Canada mode, if there is a local alternative that meets their guidelines, they are obligated to look at it," Pupatello explained. "This new policy is what's actually opening the door to have them take a second look at what's in our own backyard."

How the Canada Buys Portal Works

The Canada Buys website serves as a centralized online portal connecting businesses with government procurement opportunities. Companies that register receive a procurement number and can list the goods and services they offer. "There are opportunities there that some of our small businesses wouldn't have had a chance to see or to know about," Pupatello noted. "This is an opportunity for them to gain an understanding and access markets that were previously less visible."

Within Budget 2025, the federal government has committed nearly $186 million over five years to prioritize domestic supply purchases, with particular focus on steel, aluminum, and softwood lumber. This funding includes approximately $80 million specifically allocated to help small- and medium-sized businesses—defined as those with fewer than 500 employees—break into the federal marketplace.

While this targeted spending figure may fluctuate annually, Pupatello highlighted that Ottawa already procures about $40 billion worth of goods and services each year. She anticipates this total will grow as Canada increases its defence spending—a sector where Windsor-Essex manufacturers are particularly well-positioned to compete.

Defence Sector Opportunities

"We have companies in our neck of the woods that are in the nuclear supply industry, for example, so the supply chain is in our region," said Pupatello. "Those companies that have already perfected the security requirements, the safety requirements, to be making products for that level of an industry are perfectly equipped to turn their sights on what could be possible in the defence industry."

She further explained that many manufacturers already producing components for the automotive sector can readily pivot to defence production. The ongoing U.S. trade war continues to push local businesses to explore how their existing products can be adapted for other sectors, making government contracts an increasingly attractive option.

Pupatello sees significant benefits in re-localizing supply chains within Canadian borders. "It gives our businesses more security and stability," she stated. The initiative not only supports individual companies but also strengthens regional economic resilience by keeping procurement spending within the domestic economy.
