Regina City Council Unanimously Approves Comprehensive Parking System Overhaul
Regina city council has given unanimous approval to a sweeping set of changes that will transform downtown parking operations, introducing a new prepaid voucher system while simultaneously increasing fees and fines across the board. The decision, made during a Wednesday council meeting, finalizes adjustments initially approved during December budget discussions and represents a significant shift in how drivers will pay for parking in Saskatchewan's capital city.
New Payment Options and Increased Costs
The approved changes include multiple components that will take effect on April 1. Most notably, council has authorized the introduction of prepaid parking vouchers as an alternative payment method for drivers who cannot or prefer not to use digital payment systems. This move comes in response to public backlash following the city's decision to decommission coin-operated parking meters as of March 1.
"Our message for residents is to download the app. It is a good system and it is a practical way to park," said Faisal Kalim, Regina's director of community standards, following the council meeting. "[The vouchers] are less convenient than the app."
Alongside the new voucher system, council approved several cost increases:
- A $0.50-per-hour increase to standard parking fees
- A $10 increase to parking fines
- A 50-per-cent hike to street-use permits
New Downtown Parking Zone Structure
The council also established a new downtown parking zone with reduced hourly rates. This cheaper zone, which will feature a $1.50 per hour fee, will encompass streets with parking meters located east of Broad Street and south of Victoria Avenue. All other downtown areas will maintain the new standard rate of $2.50 per hour.
The prepaid vouchers will be available for purchase by the end of March and become valid for use starting April 1. They will be sold in packs of five for $13.75 at city hall and will be accepted at any regular parking meter throughout Regina.
Digital Payment Options Remain Primary Focus
Despite the introduction of vouchers, city officials continue to emphasize digital payment methods as the preferred option. Drivers can pay for parking electronically through multiple channels:

Kalim indicated that administration would consider offering bulk vouchers at discounted rates for businesses if public uptake proves significant enough to warrant expansion of the program.
Enhanced Enforcement Measures Under Consideration
In a related development, Ward 1 Councillor Dan Rashovich successfully introduced a motion commissioning an administrative report to examine more aggressive enforcement tactics against drivers with outstanding parking fines. The report will consider immobilization methods such as tire booting.
"The purpose of this is not to be a witch hunt, but to be a deterrent," Rashovich stated before the amendment passed unanimously.
The comprehensive parking changes approved by Regina city council represent the most significant overhaul of the city's parking system in recent years, balancing technological advancement with alternative payment options while implementing cost adjustments that will affect both regular parkers and those who violate parking regulations.
