Ādisōke Library Needs Extra $18.5M for Delays

The Ādisōke library project in Ottawa is requesting an additional $18.5 million in funding as the downtown super library faces continued construction delays and rising costs. City staff are seeking approval from council to cover oversight and contingency expenses, citing ongoing pressures and a timeline that has slipped roughly one year behind schedule.

Extended Timeline and Cost Overruns

According to a staff report for the June 2 finance and corporate services committee, the project has passed its contractual substantial completion date of January 2, 2026, with no final opening date yet confirmed. The contractor's most recent schedule suggests completion in December 2026, about 12 months behind the original timeline. However, city staff have not accepted this revised schedule and are reviewing its feasibility.

The additional funding is needed for continued project oversight, including external resources, and an increase to the construction contingency to maintain quality control. Staff emphasized that they will exercise enhanced schedule oversight with independent third-party experts and report regularly to council.

Current Construction Progress

Despite the delays, construction is advancing steadily. The building structure is complete and enclosed, with interior finishes, building systems, and exterior landscaping well underway. The project is now approximately 85% complete, with work continuing through the winter at a consistent pace.

Remaining tasks include key interior finishes such as millwork, glazing, flooring, and lighting, as well as exterior work on the landscaped gathering space, soft landscaping, and the green roof. Staff noted that these elements are beginning to define the building and bring a sense of warmth and cohesion to Ādisōke.

Future Updates

City staff will provide further updates once there is increased confidence in the contractor's schedule and a reliable date for the public opening. They stated that they will not have confidence until the contractor consistently demonstrates achievable completion timelines. The library, which replaces the Ottawa Public Library's main branch on Metcalfe Street, was initially scheduled to open in summer 2026.
