Calgary's Blanket Rezoning Repeal Hearing: Over 300 Speakers Set for Week-Long Debate
With 339 speakers already registered by Friday morning, city officials anticipate the upcoming public hearing to repeal blanket rezoning in Calgary will extend for at least a week, if not longer. The hearing, which addresses a contentious urban development policy, has drawn significant public interest, reflecting deep community engagement on zoning matters.
Unprecedented Public Participation
In addition to the hundreds of public speakers, the city’s clerk’s office has received 2,390 written public submissions. These submissions will be included on the meeting agenda, which is available at agendaminutes.calgary.ca and totals a staggering 6,804 pages. This volume of input underscores the high stakes and widespread concern surrounding the rezoning repeal proposal.
Hearing Duration and Logistics
It is currently impossible to predict the exact length of the hearing. However, historical context provides a clue: the 2024 public hearing on a similar issue lasted 12 days, featuring 736 speakers. Although roughly 1,100 people had signed up for that hearing, there was a notable drop-off rate toward the end. For the upcoming session, the entirety of next week has been allocated, but if discussions are not concluded by Friday evening, overflow dates for March 30 and April 2 have been proposed by the clerk’s office. Other council and committee meetings are already scheduled for March 31 and April 1, adding to the tight timeline.
Monday’s hearing will commence at 9:30 a.m. at Calgary City Hall, starting with a presentation from city officials. Following this, Mayor Jeromy Farkas will officially call the public hearing to order. To accommodate the extensive agenda, council will be asked to suspend its procedure bylaw, allowing daily sessions to run from 9:30 a.m. to 9:30 p.m. Without this suspension, the bylaw would require a daily recess at 6 p.m., with the hearing resuming the next day at 1 p.m. Council typically breaks for lunch at noon and takes an additional 30-minute recess around 3:15 p.m., ensuring some respite during the marathon sessions.
How to Participate
While the deadline for written submissions has passed, Calgarians can continue to sign up to speak throughout the hearing. Registration is available online at Calgary.ca/publicsubmissions. An in-person registration table will also be set up in the municipal building atrium on Monday morning. However, due to the high number of registrants already, it is very unlikely that someone signing up in person will get to speak on the first day.
Speakers will be organized into panels of approximately five people, with each panel categorized based on their stance—supporting, opposing, or neutral regarding the rezoning repeal. Currently, there are 69 panels, which will alternate during the hearing to provide a balanced representation of viewpoints.
