Windsor Man Charged in 2025 Shooting Arrested Again for Bail Violations
A 39-year-old man previously charged in connection with a 2025 shooting incident on Windsor's west side has been arrested for allegedly violating his bail conditions for the second time in less than a year, according to Windsor police.
Details of the Arrest
Damian Richards was taken into custody on February 13, 2026, in the 1500 block of University Avenue West after bail compliance officers determined he had breached the terms of his release. Police reported that this marks the second instance of such violations within a short timeframe.
Background of the Case
The suspect was initially arrested in February 2025 following a targeted shooting near the intersection of Partington Avenue and Algonquin Street. After being released on bail, he was arrested again two months later for violating his release order conditions. In October 2025, he was released under what police described as "strict" house arrest conditions.
Alleged Violations and Additional Charges
According to authorities, Richards allegedly breached his court-ordered conditions on six separate occasions during routine monitoring between January 30 and February 13, 2026. As a result, he now faces six additional charges of failure to comply with a release order.
Surety Also Charged
Richards' surety, a 59-year-old man who was with him at the time of the arrest, was also taken into custody and charged with facilitating a breach of a release order. A surety is an individual who agrees to supervise an accused person while they are out on bail and ensure compliance with release conditions.
Bail Compliance System
Bail compliance officers are part of the offender management unit, a partnership between the Windsor Police Service and LaSalle Police Service. These officers are responsible for supervising high-risk individuals placed under house arrest, curfew, or electronic monitoring.
