Three arrested in Windsor for cutting GPS monitors on bail

Windsor police have taken three individuals back into custody after they allegedly severed their court-ordered GPS ankle monitors and absconded while released on bail. The arrests highlight the ongoing efforts of a specialized police unit tasked with monitoring high-risk offenders in the community.

Details of the Incidents and Arrests

In the first case, a 56-year-old man who was granted bail in November 2025 removed his monitoring device on December 26. He was wanted on a series of serious charges, including:

  • Break-and-enter
  • Administering a noxious substance
  • Theft while armed
  • Mischief under $5,000
  • Possession of fentanyl for the purpose of trafficking

Following an investigation by bail compliance officers from the Offender Management Unit, the accused was located in Sarnia. He was arrested by Sarnia Police Service on January 1, 2026, and later transferred to Windsor police. He now faces additional charges for failing to comply with his release order and mischief.

Two More Offenders Apprehended

A second, unrelated incident involved a 33-year-old man released on bail on December 11, 2025. Police say he cut off his ankle monitor on December 29. This individual was originally charged with theft of a motor vehicle, possession of property obtained by crime, and driving while prohibited.

Members of the Windsor police problem-oriented policing unit arrested him at a residence on the 300 block of Elliott Street East on January 4. He has been charged with two counts of failure to comply with a release order.

The third case concerns a 21-year-old man released on December 15, 2025. He faced several charges, including multiple counts of theft of a motor vehicle and prior breaches of release conditions. After removing his monitor, he was located and arrested by the Windsor police bail compliance and ROPE squad on December 29 in the 300 block of Glengarry Avenue. He also faces two new counts of failing to comply.

Role of the Offender Management Unit

The arrests were facilitated by the Offender Management Unit, a partnership between the Windsor and LaSalle police services launched in March 2024. This unit is specifically designed to monitor high-risk individuals who are under court-ordered conditions such as house arrest, curfew, or electronic monitoring.
