The Calgary Police Service has initiated another comprehensive enforcement operation in the city's downtown core this Wednesday, marking the second phase of their Safer Calgary – Operation Order initiative. This renewed effort represents a continuation of law enforcement strategies aimed at enhancing public safety perceptions and addressing social disorder in Calgary's urban center.
Building on Previous Success with Expanded Enforcement
This current enforcement surge follows a similar one-day operation conducted in November that yielded significant results, including approximately twenty arrests along with numerous court summonses and referrals to social service agencies. The coordinated approach involves Calgary police officers working alongside peace officers and members of the Alberta Sheriffs to proactively engage with individuals in designated areas throughout the downtown region.
According to official statements from the Calgary Police Service, personnel are focusing on connecting vulnerable populations with appropriate support resources while simultaneously enforcing laws and municipal bylaws where necessary. This dual approach reflects a balanced strategy that combines compassionate intervention with legal enforcement.
Police Leadership Emphasizes Compassionate Approach
Calgary Police Chief Katie McLellan addressed public concerns directly in a video statement released Wednesday, acknowledging widespread feelings of insecurity in various city neighborhoods. "I've heard loud and clear that people do not feel safe in many parts of our city," McLellan stated. "But today we're focusing specifically on the downtown core."

"It's actually quite tragic to see some of our homeless population and the conditions they're in, but we're here to help them," McLellan explained. "We're here to ensure they receive proper resources and support."

McLellan clarified that criminal behavior would still face appropriate legal consequences, noting "If there are criminal behaviors, we will, in fact, enforce the law. But that is definitely not our priority." This statement underscores the initiative's focus on addressing root causes of social disorder rather than merely applying punitive measures.
The police chief further emphasized that enforcement alone cannot resolve complex public safety challenges. "Our city needs twenty-four-seven service options that meet individual needs in the moment," McLellan asserted in an official statement. Operation Order specifically targets six downtown communities identified as priority areas for intervention: the Beltline district, Chinatown, Downtown Commercial Core, Downtown East Village, Downtown West End, and Eau Claire. These neighborhoods have been selected based on patterns of social disorder and violent crime that require concentrated law enforcement attention combined with social service coordination.
