Al Green, 78, has served in Congress since 2005. He currently represents the 9th Congressional District, but was shifted into the new 18th District following partisan redistricting pushed through by Republicans last year.
Christian Menefee, 37, won a January special election under the district's old boundaries to complete the term of the late Democratic Representative Sylvester Turner, who passed away in March 2025. Menefee previously served as the Harris County attorney.

Menefee has positioned himself as "the person to carry this district into the future," emphasizing issues like affordability and defending democracy. He told NBC News last week that he hasn't focused on Green's age, but highlighted his own record of standing up to the Trump administration.
Green has campaigned on his seniority and legislative record, particularly on civil rights and voting protections. In a notable recent incident, Green was ejected from the president's State of the Union address last Tuesday for displaying a large sign that read, "Black People Aren't Apes." This protest targeted a racist, AI-generated video shared by Trump in early February depicting former President Barack Obama and former first lady Michelle Obama as monkeys.
Campaign Finance and Resources
Heading into the primary, Menefee held a significant fundraising advantage. According to Federal Election Commission filings, Menefee raised over $2.6 million and had approximately $130,000 cash on hand as of February 11. In contrast, Green raised about $940,000 and reported around $539,000 cash on hand during the same period.
The upcoming runoff will determine which Democrat represents this key Texas district, with implications for both local representation and broader political dynamics in Congress.
