The Century Initiative, a public policy think-tank that once campaigned for tripling Canada's population to 100 million by 2100 through aggressive migration, has released a new report acknowledging the downsides of such rapid growth. The report, titled Resilient By Design, marks a significant shift in tone from the organization that heavily influenced federal Liberal government policy.
From 100 Million to Quality of Life Concerns
Founded by business executives Mark Wiseman and Dominic Barton, the Century Initiative previously argued that Canada was underpopulated and needed higher migration levels to compete economically. However, the new report omits the 100-million target and instead focuses on challenges created by supercharged migration rates, which Ottawa increased five-fold between 2015 and 2023.
The report admits that record levels of permanent and temporary migration have overwhelmed Canada's carrying capacity, straining housing, public health care, traffic congestion, and other infrastructure. It also notes that wages have been suppressed, particularly due to the influx of low-skill workers.
Plummeting Happiness Index
A telling section of the report highlights Canada's decline in the United Nations' Happiness Index, which dropped to 18th last year, its lowest ranking in the survey's history. However, the Century Initiative downplays the severity of the drop, failing to mention that Canada was ranked 5th in 2015 when the Liberal government took office, and has since fallen to 25th place this spring.
The report calls for Ottawa to assess carrying capacity by closely monitoring independent quality-of-life indicators, acknowledging that earlier claims about population growth automatically enhancing quality of life were misleading.
Shift in Public Discourse
The Century Initiative's change of heart reflects a broader shift in Canadian public discourse on migration. Pundits from across the political spectrum had embraced the 100-million target, including progressive columnist Doug Saunders of the Globe and Mail and right-leaning Terence Corcoran of the Financial Post. Now, even the think-tank that championed the idea is urging caution.
Canada's population has grown to 41.5 million, but the Century Initiative's new report suggests that unchecked growth has come at a cost to social well-being and infrastructure capacity.
