The testimony, delivered during a session focused on worldwide threats at the Hart Senate Office Building in Washington, D.C., highlighted the bureau's ongoing counterterrorism efforts.
Details of the Foiled Attacks
According to Patel's statements reported by Fox News, the prevented attacks were planned to occur in California, Texas, North Carolina, and Pennsylvania during December 2025. The FBI director emphasized that three of these planned incidents were directly inspired by the Islamic State terrorist organization, commonly known as ISIS.
"We were able to detect these individuals, both online and in person, using our covert platforms," Patel told the committee. "And we shuttered a bombing campaign in Southern California and two mass casualty events for New Year's Eve."
Specific Case Example
One of the referenced cases involved Christian Sturdivant, an 18-year-old from Mint Hill, North Carolina. The FBI had previously announced on January 2, 2026, that Sturdivant allegedly planned to use knives and hammers to carry out attacks at a grocery store and fast-food restaurant on December 31, 2025, in support of ISIS.
Sturdivant faces charges of attempted material support to a foreign terrorist organization. Authorities had been monitoring his activities since 2022, with an undercover FBI agent learning of his alleged attack plans in early December 2025 through direct communication.
Broader Intelligence Context
The Senate hearing represented Patel's first public appearance on Capitol Hill since controversial video surfaced last month showing him celebrating with members of the U.S. men's hockey team following their gold medal victory at the Winter Olympics.
Also testifying at the annual worldwide threats hearing were Director of National Intelligence Tulsi Gabbard and Central Intelligence Agency Director John Ratcliffe. The session focused heavily on intelligence related to the Iran war, with Gabbard facing intense questioning from senators regarding information she provided to U.S. President Donald Trump about the conflict that has sparked renewed tensions in the Middle East.
