The Windsor-Essex Catholic District School Board has announced the appointment of John Ulicny as its next director of education, effective August 1, 2026. He will succeed Emelda Byrne, who is retiring after serving in the role.
A Leader with Decades of Experience
Ulicny brings over 30 years of experience in education to the position. According to Lisa Soulliere, chair of the Catholic school board, he is a "highly accomplished and effective leader." She emphasized his unwavering commitment to Catholic education and expressed confidence that under his guidance, students, staff, and the community will continue to thrive.
Ulicny currently serves as the board's executive superintendent of human resources. His career began as a secondary school teacher at St. Anne Catholic School in 1992. He progressed to vice principal at St. Thomas of Villanova Catholic Secondary School in 2003 and later became principal at Cardinal Carter Catholic Secondary School in 2009. He joined the board's administrative team in 2010 as a superintendent of education.
Recognition from Outgoing Director
Emelda Byrne praised Ulicny's deep understanding of Ontario education legislation, policy, and governance. She noted his extensive knowledge in labour relations, contract negotiations, and organizational development. Byrne also highlighted his appreciation for the community's cultural diversity and his dedication to creating inclusive and culturally responsive learning environments that promote student well-being.
Ulicny's Vision for the Future
In response to his appointment, Ulicny expressed gratitude for the opportunity to lead the Catholic school board. He acknowledged the trust placed in him by the trustees and highlighted the board's positive trajectory, including growing enrollment, solid financial standing, and the introduction of new programs for students. "Our school board has been on an upward trajectory for many years now," he said.
The Windsor-Essex Catholic District School Board serves thousands of students across the region, and Ulicny's leadership is expected to build on the foundation established by Byrne.
