Vancouver Seeks Input on Taller Towers Policy

Vancouver city officials are asking residents for their input on whether the city should allow even taller towers. For the first time in 15 years, the city is reviewing its Higher Buildings Policy, which guides the development of towers that exceed permitted zoned heights. The policy was first established in 1997 and last reviewed in 2011.

Background of the Policy

The Higher Buildings Policy outlines allowances for maximum height, locations where such buildings could be situated, architectural design expectations, sustainability requirements, heritage accommodations, and public benefits that must be incorporated. Since its enactment nearly 30 years ago, only six buildings have been constructed under this policy, though eight other projects have been approved but not yet built.

Reasons for Review

According to a statement from the city, “Vancouver has significantly grown and changed over the last 15 years, and market interest in taller buildings has increased.” The review aims to ensure the policy reflects current needs and priorities, providing clear, up-to-date guidance for future development proposals.

A key focus of the review is to ensure any changes to building heights are appropriate for Vancouver’s unique context as a city with a deep connection to nature. Council has also established guidelines to protect the city’s public view cones, which will be maintained and continue to guide where higher buildings may be considered.

How to Provide Feedback

Residents are invited to share their feedback through an online survey available throughout May. Additionally, an exhibit will be held at the Vancouver Lookout on May 6 from 6 to 9 p.m. and May 9 from 10 a.m. to 6 p.m., where residents can learn more and provide input. Public input will help shape the city’s approach to reviewing the policy and determining any possible changes or updates.
