Indra Group and Cohere Partner to Boost Sovereign AI Between Spain and Canada
Indra Group, Cohere Join Forces for Sovereign AI in Spain, Canada

Indra Group has signed a Memorandum of Understanding (MoU) with the Canadian artificial intelligence company Cohere to collaborate on the development of sovereign AI solutions in Spain, Canada, and throughout Europe. The partnership, formalized during an institutional visit by King Felipe VI of Spain and First Vice-President Carlos Cuerpo, aims to foster bilateral technology agreements and boost economic activity between the two countries.

Strategic Collaboration Through IndraMind

The collaboration will be implemented through IndraMind, Indra Group's technological initiative focused on deploying sovereign intelligence for the protection of critical assets. Under the MoU, IndraMind will provide sovereign computing and data management capabilities, while Cohere will supply sovereign large language models. The partnership also envisions developing additional capabilities adapted to the official languages of Spain, including Castilian Spanish, Catalan, Valencian, Basque, and Galician, integrating them into IndraMind's intelligence ecosystem.

Planned Initiatives

The planned initiatives include developing a platform incorporating agentic AI to help small and medium-sized enterprises (SMEs) grow, expand abroad, and strengthen the resilience of their supply chains. Additionally, the agreement encompasses research into artificial intelligence applications in defence to improve technological interoperability and support decision-making during multinational exercises and operations.

Jacinto Monge, CEO of Indra Group in North America, stated: "The agreement with Cohere strengthens our strategic conviction that, to build sovereign and competitive capabilities, we need to connect ecosystems between allied regions such as Canada and Spain, pooling our talent, industry, and innovation. In critical areas such as defence, industrialization, and supply chain resilience, collaboration between governments and companies is the lever that will accelerate real results and create a framework of trust to scale solutions with a global impact."

Aidan Gomez, Co-founder and CEO of Cohere, added: "Enterprises no longer want to rent AI — they want to own it. Our partnership with Indra Group is designed to deliver true digital sovereignty, giving organizations full control over performance, data access, and deployment. Cohere brings AI to wherever data actually lives — across cloud, VPC, on-premises, and even fully airgapped environments. This isn't just a technological shift; it's about empowering governments and companies with the independence they need to compete and thrive across Europe, Canada, and beyond."

The MoU is part of a broader cooperation framework promoted by the governments of Canada and Spain to encourage bilateral agreements in technology and sovereign AI, aiming to boost economic activity between the two nations. By combining IndraMind's infrastructure and data management expertise with Cohere's advanced language models, the partnership seeks to create a unique ecosystem of collaboration and innovation that ensures access to key infrastructure for operating sovereign AI solutions.
