A First Nations group is proposing a 6,000-seat arena as part of a major development on the former Kapyong Barracks site in Winnipeg, aiming to attract a professional or junior hockey team. The project, announced by Treaty One, is part of a broader plan to transform the 160-acre parcel of land into a mixed-use community.

Development Details

The arena would be a centerpiece of the Kapyong Barracks redevelopment, which includes residential, commercial, and recreational spaces. Treaty One, a coalition of seven First Nations, is leading the initiative. According to Chief Gordon Bluesky of the Brokenhead Ojibway Nation, the arena is intended to bring economic benefits and community pride.

“We want to create a destination that serves our people and the broader Winnipeg region,” Bluesky said. “This arena could host major events and potentially a WHL or AHL team.”

Economic Impact

The project is expected to generate significant economic activity, including construction jobs and long-term employment. Treaty One estimates the development could create over 1,000 jobs during construction and hundreds of permanent positions. The arena alone is projected to cost approximately $200 million, with funding from private and public sources.

Community Response

Local officials have expressed cautious optimism. Winnipeg Mayor Scott Gillingham noted that the city is exploring partnerships to support the project. “This has the potential to be a game-changer for the area,” he said. However, some residents have raised concerns about traffic and infrastructure.

Treaty One is also in discussions with potential tenants, including the Winnipeg Ice (WHL) and a possible AHL affiliate. The group aims to break ground by 2027, with completion expected in 2029.
