Toronto Initiates Major Water Meter Replacement Initiative
The City of Toronto is set to embark on a significant infrastructure upgrade, launching a comprehensive three-year program in April to replace all 470,000 water meter transmission units for its customers. This initiative, with an estimated cost of $103 million, aims to address premature failures of these small devices that automatically transmit water-use readings for billing purposes. Similar issues have been reported in municipalities across North America, prompting this proactive measure to maintain service efficiency.
Ensuring Accurate Billing and System Reliability
Water meters in Toronto continue to record consumption accurately, but when transmission units fail, the City loses access to real-time data. In such cases, estimated bills based on past consumption are issued until actual readings can be obtained. John Longarini, Director of Revenue Services for the City of Toronto, emphasized the importance of this program, stating, "Ensuring every customer is billed accurately based on their actual water usage remains our top priority. We appreciate the patience and participation of water customers during this transition." The automated meter reading system, fully implemented in 2015, has already saved over $350 million in operational costs, underscoring its value to the municipality.
Program Details and Customer Support
The replacement program will be rolled out geographically, starting in April and continuing through 2028. Lou Di Gironimo, General Manager of Toronto Water, highlighted the long-term benefits, noting, "This replacement program is a critical investment in the long-term reliability of Toronto’s water meter system and the value we deliver to residents." Key aspects of the program include:
- No separate charges or installation fees for customers.
- A dedicated customer support team available to assist throughout the process.
- Contractor Neptune Technology Group (Canada) will contact residents directly to schedule appointments.
- Customers can check their zone and estimated timeline online at toronto.ca/MTUreplacement.
Once accurate meter readings resume, customers on estimated billing will receive adjusted bills reflecting actual water use within four to six weeks. For any questions or concerns, residents are encouraged to call 311, where multilingual support, billing assistance, and flexible payment options are available.
