The City of Regina has announced the start of the Speakers' Corner Drainage Renewal Project, focusing on a failed pipe that caved in under a private residence's backyard. This essential infrastructure work will affect the intersection of Albert Street and 19th Avenue, with lane restrictions anticipated between the bridge and Leopold Crescent. Additionally, the walking path along Wascana Creek at Angus Boulevard will be temporarily closed, impacting recreational access in the area.

Over the next several weeks, construction is expected to progress westward along 19th Avenue toward Angus Boulevard, introducing further road restrictions. Crews began tunnelling underneath Albert Street on Monday to divert and reconnect water lines, a critical step in the city's three-year plan for a permanent solution. This project involves rerouting stormwater lines to reconnect under Albert Street and into Wascana Park, ultimately enhancing drainage for downtown Regina and its surroundings.
A second phase is also scheduled to commence this week, continuing into fall, with the installation of another pipe along Hamilton Street. This additional pipe will drain into Wascana Lake, increasing flow capacity and bolstering the area's stormwater management system.

The original pipe, installed in 1948, was a large-diameter connection vital for handling stormwater drainage through Regina's downtown core. Following its rupture, the city implemented a temporary nine-pump bypass system on the east side of the Albert Street bridge to divert meltwater and rain into Wascana Creek. This interim measure has cost approximately $600,000 annually since its setup in 2025, with the overall repair budget estimated at $17 million.
Speakers' Corner and the walkway under the Albert Street bridge have remained closed since the pumps were installed, but the walkway is set to reopen once construction concludes. Carolyn Kalim, Regina's director of water, waste and environment, emphasized the project's importance, stating, "Speaker's Corner Drainage Renewal Project will play a key role in strengthening Regina's stormwater network for years to come."
