Toronto Police Corruption Probe Widens: More Charges Expected in Project South

The explosive scandal rocking the Toronto Police Service has revealed that the accused dirty cops were not operating in isolation. According to authorities, they had a large supporting cast of civilians allegedly involved in their corrupt activities, drawing comparisons to a sprawling epic production.

Details of the Project South Investigation

The investigation, dubbed Project South and led by York Regional Police, has resulted in charges against seven active Toronto Police officers and one retiree. These individuals are allegedly tied to organized crime networks, with police emphasizing that the criminal elements involved are far from disorganized.

In addition to the police officers, nineteen civilians have been charged, ranging in age from 17 to 62. The charges span serious offenses including conspiracy to commit murder, weapons violations, drug trafficking, and obstruction of justice.

Key Individuals and Allegations

Among those charged is Almar Heath, 28, of Toronto, who faces conspiracy to commit murder and weapons charges related to shootings at a corrections manager's home in York Region in June 2025. Heath is also charged with disguise with intent, with sources indicating that accused ringleader Toronto Police Const. Timothy Barnhardt allegedly supplied police uniforms for the hitters.

Other notable individuals include:

  • Median Jackson, 32, of Mississauga, charged with conspiracy to commit murder and discharging a firearm recklessly
  • Kaejean Isaiah Doman, 23, of Innisfil, facing eight counts of discharging a firearm with intent, attempted murder, and conspiracy to commit murder
  • Phillip Lecos, 49, owner of Lecos Auto Sales, charged with possession of property obtained by crime exceeding $5,000

Female Involvement in the Alleged Network

The investigation has also revealed female participants in the alleged criminal network. Real estate agent and former actress Jennifer Jasey, 57, of Toronto, faces charges including mischief, harassment, and firearms offenses. Jasey previously gained attention for starting Trump Dodgers, an initiative to help Americans relocate to Canada after the 2016 election.

Brandi Dixon, 34, of Mississauga, has been charged with multiple offenses including possession of a loaded handgun and $75,000 worth of illicit drugs including cocaine, fentanyl, heroin, and crystal methamphetamine.

Alleged Leadership and Expanding Probe

The alleged overlord of the operation is Brian Da Costa, 43, of Toronto, who faces numerous charges including drug trafficking, bribing a peace officer, and conspiracy to obstruct justice. Da Costa allegedly sought to have the Toronto Police officers provide protection for illegal cannabis dispensaries in exchange for bribes.

His alleged second-in-command, Elwyn Satanowsky, 34, of Richmond Hill, is described as a player in the violent tow truck industry and faces multiple firearms-related charges.

The investigation has now expanded to include Peel Regional Police, where three officers have been administratively suspended pending further investigation by York Regional Police.

Ongoing Developments and Future Expectations

Authorities have indicated that the probe is far from complete. With 125 bullets fired during seven shootings at suburban homes and multiple criminal enterprises allegedly involved, investigators expect more charges and probably more arrests as the investigation continues to unfold.

The scandal has sent shockwaves through law enforcement communities and raised serious questions about police integrity and oversight mechanisms within the Toronto Police Service.
