The Edmonton Police Service (EPS) has issued a stark public safety warning regarding a convicted sex offender now residing in the city, stating they have reasonable grounds to believe he will commit another sexual offence.
A History of Violence and Incarceration
Larry Maxwell Stanford, 74, was released into the Edmonton community and is considered a significant threat. According to police, Stanford has an extensive and violent criminal history that has led to numerous periods of incarceration. His past convictions include a sexual offence, the hijacking of an airplane, and attempted murder.
Most recently, he was convicted for a violent sexual offence committed in Edmonton in 2017. Despite his lengthy time behind bars, the EPS behavioural assessment unit, which will manage his case, assesses him as a high risk to reoffend.
Court-Ordered Conditions for Public Safety
Stanford is currently under a strict court order with multiple conditions designed to manage risk. The EPS emphasized that the decision to issue this public warning was made after careful consideration of privacy concerns, but that informing the community was deemed to be clearly in the public interest.
His court-imposed conditions include:
- A curfew requiring him to be at his residence between 9 p.m. and 6 a.m. unless he has written permission from his supervisor.
- A ban on associating with anyone known to have a criminal record for sexual offences, except during approved program activities.
- Prohibitions on purchasing, possessing, or consuming alcohol, cannabis, non-prescribed drugs, or any intoxicating substances.
Community Vigilance Encouraged
The Edmonton Police Service is urging community members to be vigilant. They are asking anyone with information about Stanford's behaviour or conduct while in the community to contact them immediately.
