Markham man charged with stalking after repeatedly attending victim's swim lessons
Markham man charged with stalking at swimming lessons

York Regional Police have laid criminal charges against a Markham man following a disturbing pattern of alleged harassment that centred on a victim's swimming lessons.

Alleged Pattern of Harassment at Pool

According to police allegations, the accused, identified as Luigi Kong, engaged in a course of conduct that constitutes the criminal offence of stalking. The core of the allegation is that Kong repeatedly attended the same swimming lessons as the victim, with the intent to harass and intimidate.

Authorities have not disclosed the specific location of the swimming lessons or the nature of the relationship, if any, between Kong and the victim prior to the incidents. The investigation suggests a targeted and persistent pattern of behaviour that caused the victim significant fear and distress.

Police Intervention and Charges Laid

The case came to the attention of the York Regional Police, who initiated an investigation into the reports. After gathering evidence, officers moved forward with an arrest.

On January 19, 2026, police publicly announced that Luigi Kong had been charged with one count of criminal harassment, commonly referred to as stalking. The charge was laid following the alleged repeated, unwanted attendance at the victim's scheduled activities.

"This type of behaviour is incredibly invasive and frightening for victims," a police spokesperson stated in relation to the case. "Attending someone's regular activities, like a swimming lesson, creates an environment where they feel unsafe in a place they should feel secure."

Understanding the Legal Ramifications

Criminal harassment, as defined under Canadian law, involves engaging in conduct that causes a person to reasonably fear for their safety or the safety of someone known to them. The conduct must be repeated, and it includes persistently following a person or watching their home or workplace.

The charge laid in this instance highlights how seemingly mundane locations—like a community pool—can become settings for serious criminal acts. Police are urging anyone who feels they are being watched, followed, or harassed to report it immediately.

Luigi Kong's case is now proceeding through the justice system. The allegations contained in the police release have not been proven in court. Kong is presumed innocent until proven guilty.
