Non-Citizen High-Risk Sex Offender Arrested Yet Again in Guelph
Medhani Yohans, a 36-year-old convicted sex offender who is not a Canadian citizen, has found himself back in police custody in Guelph. This latest arrest occurred on Monday afternoon, mere hours after he had been released from custody, continuing what authorities describe as a troubling pattern of reoffending.
Revolving Door Justice System
Yohans has become what some are calling a poster boy for the revolving door justice system. Police arrested him around 2:35 p.m. in downtown Guelph after officers allegedly witnessed him breaching the conditions of his probation. One specific condition reportedly barred him from a certain address within the city.
This is not the first time Yohans has been quickly rearrested after release. Last July, within just 24 hours of being freed, he faced charges including four counts of breach of probation, disobeying a court order, and criminal harassment. At that time, Guelph Police spokesman Scott Tracey explained that a woman had called police after Yohans allegedly followed her and attempted to gain entry to her workplace.
Violent History and Public Warnings
Yohans has a documented history of violence that includes two stranger sexual assaults. The Guelph Police Service has issued multiple public warnings about him, stating they believe he poses a significant risk to the community, particularly to women.
In a July release, police noted: "His whereabouts are presently unknown. He has a history of violence, which includes two stranger sexual assaults. The Guelph Police Service believes that Yohans poses a risk to the community, particularly to women, and is concerned that he may commit similar offences in the future."
Extensive Criminal Record
Yohans' criminal record dates back to at least 2018 and includes:
- Three arrests in one weekend for breaking into vehicles, attempting a dine and dash, and exposing himself
- January 2023 arrests for sexual assaults on two strangers, including a teenage international student
- Multiple breaches of probation and court orders throughout 2025
In February 2025, Guelph Police issued another community warning that Yohans would be released on March 1 after completing his sentence. True to pattern, he was rearrested on March 8 for allegedly breaching his probation order by not reporting to authorities following his release.
University Campus Incident
The University of Guelph became involved in March 2025 when campus safety officers found Yohans sleeping on a bench and removed him from campus. The university issued a safety bulletin warning students about his presence. Later that same day, Guelph Police charged him with allegedly breaching a no-contact order.
Ongoing Concerns and Court Proceedings
Tracey emphasized the police department's concerns last July: "Now that he's back in custody, it's in the court's hands ultimately what they decide to do in terms of whether to release him or not. But I think we've made it clear that we do believe he represents an active and ongoing risk to the community when he's at large."
Following his latest arrest, Yohans appeared virtually in a Guelph courtroom and was remanded in custody until Wednesday, when he is scheduled to have a bail hearing. The case raises questions about why Canada Border Services Agency has not taken action regarding Yohans' immigration status, given his non-citizen status and repeated offenses.
