OSCE Report Says Russia Brainwashing 1.6M Ukrainian Children
OSCE Report: Russia Brainwashing 1.6M Ukrainian Children

The Organization for Security and Co-operation in Europe (OSCE) has released a report accusing Russia of subjecting 1.6 million Ukrainian children to systematic military brainwashing in occupied territories. The report, published on July 9, 2026, details a coordinated campaign of forced militarization, propaganda, and indoctrination aimed at turning Ukrainian children into supporters of the Russian military effort.

Key Findings of the OSCE Report

According to the OSCE, Russian authorities in occupied areas of Ukraine have implemented a comprehensive program targeting children aged 6 to 17. The program includes mandatory military training, patriotic education courses, and the distribution of propaganda materials glorifying the Russian army. Children are also being enrolled in youth military organizations such as Yunarmiya (Young Army), where they receive weapons training and participate in paramilitary drills.

The report highlights that over 1.6 million children have been affected since the full-scale invasion began in 2022. In some regions, parents who refuse to send their children to these programs face harassment, loss of employment, or threats of deportation to Russia. The OSCE documented cases of children being separated from their families and sent to re-education camps in Russia.

International Reactions and Condemnation

The OSCE report has drawn widespread condemnation from international bodies and human rights organizations. United Nations officials called the brainwashing campaign a violation of the Geneva Conventions and the Convention on the Rights of the Child. European Union foreign policy chief Josep Borrell stated, “This systematic indoctrination of children is a war crime. We must hold those responsible accountable.”

Ukrainian President Volodymyr Zelenskyy reacted by saying, “Russia is trying to destroy the future of our nation by poisoning the minds of our children. This is genocide.” The Ukrainian government has called for an emergency session of the UN Security Council to address the issue.

Impact on Children and Families

According to the OSCE, the psychological impact on children has been severe. Many show signs of trauma, anxiety, and confusion after being forced to renounce their Ukrainian identity. The report notes that children are taught to view Ukrainian soldiers as enemies and to support Russian military actions. Families face immense pressure, with some choosing to flee occupied territories despite the dangers.

Human rights groups have documented testimonies from parents describing how their children return from school chanting pro-Russian slogans and refusing to speak Ukrainian. One mother quoted in the report said, “My son came home and said he wants to join the Russian army. He is only ten. I am terrified.”

Legal and Diplomatic Consequences

The OSCE has referred its findings to the International Criminal Court (ICC), which is already investigating war crimes in Ukraine. The report could strengthen the case for prosecuting Russian officials for crimes against humanity. Meanwhile, Canada and other G7 nations have announced new sanctions targeting individuals involved in the indoctrination programs.

The report also calls for increased international support for Ukrainian children, including psychological rehabilitation and educational programs to counter the propaganda. The OSCE recommends that all children subjected to brainwashing be granted refugee status and access to trauma counseling.
