The Canadian Antisemitism Education Foundation has formally requested that Prime Minister Mark Carney and Foreign Affairs Minister Anita Anand reverse Canada's position on recognizing a Palestinian state, arguing the Palestinian Authority actively promotes and rewards terrorist activities.
The Case Against Palestinian Statehood
In a November 17 letter obtained by National Post, CAEF executive director Andrea Spindel presented a detailed argument against Canada's current stance. The foundation's position comes despite Prime Minister Carney having expressed support for a two-state solution during the United Nations General Assembly in late September 2025.
Spindel contends that the Palestinian Authority lacks leadership genuinely seeking peaceful coexistence with Israel. Instead, she describes the PA as a murderous regime that systematically incentivizes and rewards terrorist activity.
Evidence of Terror Support
The foundation's letter cites multiple sources to support its claims, including documentation from Palestinian Media Watch. According to Spindel, this evidence shows Palestinian movements compete for popular support by arguing over which group has committed more acts of terror.
Spindel specifically references Jibril Rajoub, secretary general of the Fatah Central Committee, who has publicly urged that the Palestinian Authority unite with Hamas under the Palestinian Liberation Organization framework. This pattern, she argues, reveals dangerous hypocrisy within the PA leadership.
The foundation also points to what it calls the pay-for-slay program, noting that Palestinian Media Watch released its latest list of Palestinian terrorist millionaires in mid-October. Many recipients of these financial rewards were among terrorists released by Israel in exchange for Israeli hostages following the October 7th attacks.
Pattern of Duplicity
Spindel asserts that Western audiences and donors often misunderstand the relationship between Fatah and Hamas, imagining a rivalry that favors moderation. However, Rajoub's welcoming of Hamas demonstrates that the Palestinian Authority does not genuinely want Hamas destroyed.
The letter describes several dangerous messages from the PA, including what Spindel calls deliberate deception of the international community. While seeking international legitimacy and aid with claims of fighting terror, PA officials simultaneously boast of their terror history and desire to ally with Hamas.
Spindel directly addresses Prime Minister Carney, stating that Mahmoud Abbas, president of the Palestinian National Authority since 2005, is playing a game of duplicity that Western leaders have accepted despite decades of evidence. She suggests this demonstrates either incredible naivety or willful blindness that doesn't serve Canadian interests.
The foundation also highlights concerns about Palestinian educational materials, noting that PA schools have celebrated the October 7 attacks as part of what Spindel describes as a hate curriculum that has promoted murder and martyrdom among Arab children for decades.
