Sask. housing corporation loses over $300K in suspected fraud

The Saskatchewan Housing Corporation has reported losses exceeding $300,000 due to suspected misappropriation of funds, according to the latest provincial public losses report. The 2025-26 fourth quarter report, released Monday, amends a preliminary loss estimate from 2023-24 concerning the Cumberland House Housing Authority.

Initially, the 2023-24 third quarter report noted a preliminary loss of over $5,000 related to payments made to a fake vendor for work orders that were never completed. The revised estimate now places the loss at $331,000. The incident occurred between 2019 and June 2023.

In response, the Cumberland House Housing Authority manager was terminated, and the case was reported to police. It remains under investigation. Local housing authorities manage affordable rental housing on behalf of the Saskatchewan Housing Corporation, which also reported two other incidents in the same quarterly report.

Prince Albert Housing Authority Incident

An incident involving the Prince Albert Housing Authority, which occurred between 2020 and February 2025, involved the misappropriation of funds through altered invoices for personal reimbursement. Initial losses were reported as over $5,000 but have been updated to $18,500.

The general manager of the Prince Albert Housing Authority was terminated and subsequently charged. The individual pleaded guilty and received a four-month conditional sentence followed by two months of probation. A restitution order was issued for the full loss amount, with $9,000 recovered to date.

La Ronge Regional Housing Authority Fraud

Another incident, reported in March 2026, involved fraudulent activity at the La Ronge Regional Housing Authority. Banking information was altered by someone impersonating a supplier, resulting in a payment being redirected to an inappropriate bank account. The loss amounted to $35,142.60. The case has been reported to police and is under investigation.

These incidents highlight ongoing challenges in safeguarding public funds within housing authorities. The Saskatchewan Housing Corporation continues to work with law enforcement and implement measures to prevent future losses.
