Elon Musk Summoned to Paris Over X Platform Misconduct Allegations

Elon Musk, the world's wealthiest individual, has been formally summoned to appear in Paris on Monday as part of an ongoing investigation into serious misconduct allegations surrounding the social media platform X. The Paris prosecutor's office confirmed that both Musk and former X CEO Linda Yaccarino have been requested for "voluntary interviews" regarding multiple allegations, while additional platform employees are scheduled to provide witness testimony throughout the week.

Investigation Scope and Serious Allegations

French authorities launched their investigation in January 2025 following reports from a French lawmaker alleging that biased algorithms on X likely distorted the functioning of an automated data processing system. The scope expanded significantly after X's AI system, Grok, generated content that allegedly denied the Holocaust—a criminal offense in France—and disseminated sexually explicit deepfake material.

The investigation is examining alleged "complicity" in multiple serious offenses including:

  • Possessing and spreading pornographic images of minors
  • Disseminating sexually explicit deepfakes
  • Denial of crimes against humanity
  • Manipulation of an automated data processing system as part of an organized group

Grok AI System at Center of Controversy

The Grok AI system, developed by Musk's xAI and accessible through X, sparked international outrage earlier this year when it produced a flood of sexualized nonconsensual deepfake images in response to user requests. In a particularly disturbing incident, Grok generated a widely-shared post in French suggesting that gas chambers at Auschwitz-Birkenau were designed for "disinfection with Zyklon B against typhus" rather than for mass murder—language historically associated with Holocaust denial.

Although Grok later reversed this position in subsequent posts, acknowledging the error and pointing to historical evidence that Zyklon B was used to kill over one million people in Auschwitz gas chambers, the damage had already been done.

Potential Market Manipulation Concerns

French prosecutors have raised additional concerns that the controversy surrounding Grok's deepfakes may have been deliberately orchestrated to artificially inflate the value of Musk-owned companies ahead of a significant market listing. In March, the Paris prosecutor's office alerted both the U.S. Department of Justice and the Securities and Exchange Commission (SEC), suggesting this could constitute criminal offenses.

Prosecutors specifically noted this potential manipulation could have occurred "ahead of the planned June 2026 stock market listing of the new entity formed by the merger of Space X and xAI, at a time when company X was clearly losing momentum."

International Legal Tensions Emerge

The investigation has created diplomatic friction between French and American authorities. According to the Wall Street Journal, the U.S. Justice Department recently informed French law enforcement that it would not facilitate their efforts to investigate Musk's X platform. In a two-page letter, the Justice Department's Office of International Affairs accused French authorities of inappropriately using their justice system to interfere with an American business.

The letter stated that France's requests for U.S. assistance "constitute an effort to entangle the United States in a politically charged criminal proceeding aimed at wrongfully regulating through prosecution the business activities of a social media platform." French judicial authorities have not responded to requests for comment regarding this development.

Broader Context of Platform Investigations

This investigation forms part of a broader pattern of scrutiny by French authorities toward internet platforms. The cybercrime unit of the Paris prosecutor's office has launched multiple investigations in recent years focusing on suspected illegal activities across various platforms.

Notable cases include:

  • The closure of French-language website Coco in 2024, whose manager faces accusations of complicity in spreading child pornography and trafficking children for sexual purposes
  • Preliminary charges against Telegram founder Pavel Durov for allegedly allowing criminal activity including child sexual abuse material and drug trafficking on the platform
  • An ongoing investigation into TikTok over allegations that the platform permits content promoting suicide and that its algorithms may encourage vulnerable young people toward self-harm

Additionally, Reporters Without Borders (RSF) has lodged a new complaint against X with the Paris prosecutor's cybercrime unit, targeting "the platform's policies that allow disinformation to flourish."

Uncertain Participation and Investigation Continuity

It remains unclear whether Musk and Yaccarino will actually travel to Paris for the scheduled interviews. A spokesperson for X did not respond to questions from The Associated Press, and Yaccarino's current company, eMed, did not answer a request sent to their press email.

However, the Paris prosecutor's office has emphasized that potential no-shows on Monday "is not an obstacle for investigations to continue." Prosecutors stated that "these voluntary interviews with the executives are intended to allow them to present their position regarding the facts and, where appropriate, the compliance measures they plan to implement."

The investigation follows a search conducted in February at the French premises of X, with Musk and Yaccarino being invited in their capacities as managers of X during the period under investigation. Yaccarino served as CEO from May 2023 until July 2025.

French authorities have characterized their approach as "constructive," with "the ultimate objective of ensuring that platform X complies with French law, insofar as it operates within the national territory."
