Municipalities across Canada are joining forces to tackle the challenges faced by military families and improve coordination between Canadian Forces bases and local communities. The Federation of Canadian Municipalities (FCM) announced the creation of a Defence Task Force during its annual conference on Friday.
Geopolitical Shifts Drive Urgent Need
FCM President Rebecca Bligh emphasized the urgency of the initiative, stating that Canada and the world are experiencing significant geopolitical changes. She noted that strengthening Canada's defence posture is a real and urgent national goal. "Across the country, bases are expanding. Core infrastructure is under pressure. Municipal systems are facing rapid growth and real capacity challenges," Bligh said. She highlighted that municipalities are the level of government that enables and supports Canada's sovereignty by building and maintaining roads, airports, water systems, housing, and transportation networks.
Task Force Objectives
The Defence Task Force aims to improve coordination on urban planning and infrastructure development between military bases and neighbouring municipalities. It will identify opportunities for dual-use infrastructure that benefits both the military and civilian Canadians, and find ways to accelerate project timelines. Task Force co-chair Will Cole-Hamilton, who grew up in a military family, pointed out the challenges faced by military families, such as frequent relocations and lack of community support. "A challenge for military families is being moved. So often you don’t have family, you don’t have friends you’ve known for years, you don’t have that favourite park or restaurant that provides security and stability," he explained.
Edmonton as a Model
Edmonton Mayor Andrew Knack cited his city as a blueprint for effective coordination. "Edmonton has a critical role to play in Canada’s supply chain. We are the closest major metropolitan area to key strategic locations in the Arctic and the North. Edmonton is a leader in innovation, AI, research, advanced manufacturing, and life sciences," he said. He added that the city's infrastructure already serves a dual purpose, supporting both civilian life and national defence.
Focus on Housing and Amenities
The task force will also work to expand housing and other amenities for military families, ensuring access to health, transportation, and recreation opportunities. This aligns with the federal government's plan to invest $81 billion in the Department of National Defence over five years. The specifics of implementation will vary from city to town, encompassing both major projects and smaller community enhancements.
