Canada Spring Economic Update Boosts Military, Hate Prevention

Canada's federal spring economic update, tabled Tuesday in the House of Commons, introduces several new measures and investments across key areas including military support, Ukraine aid, airport reform, and hate crime prevention.

Military and Trades Training

The update proposes $250 million over five years, along with $45 million in ongoing funding, to expand skilled trades training through the Canadian Armed Forces. This initiative will help CAF members complete apprenticeships during service and offer career pathways for Cadets and Junior Canadian Rangers. Additionally, fully funded trades training will be offered as an enlistment incentive, allowing Canadians to commit to reserve service in exchange for subsidized education.

Support for Ukraine

Canada remains committed to assisting Ukraine in its resistance against Russia's invasion, now in its fourth year. The update allocates $2 billion over three years to the Department of National Defence, the Communications Security Establishment, CSIS, and Global Affairs Canada to bolster Operation UNIFIER, the Canadian Armed Forces mission providing operational support. The government had already extended UNIFIER for an additional three years in February.

Airports and Air Travel

As detailed in budget 2025, measures are being implemented to lower costs for air passengers and help airports attract private investment. The update explores reforms to increase throughput and improve infrastructure. It also outlines plans to clear the backlog of air traveller complaints through third-party dispute resolution, a model popular in Europe.

Combating Hate

To protect schools, community centres, and places of worship from hate-motivated incidents, $75 million over five years will be allocated to Public Safety Canada's Canada Community Security Program. This program allows organizations to invest in enhanced physical security measures.

Finance Minister Francois-Philippe Champagne presented the update on Parliament Hill in Ottawa on April 28, 2026.
