The International Olympic Committee has provisionally lifted its suspension of the Russian Olympic Committee, opening the door for Russian athletes to compete at the 2028 Los Angeles Games. The IOC initially suspended Russia in 2023 following its invasion of Ukraine, but now states the ban is “no longer applicable.” However, Russian athletes must “meet relevant anti-doping requirements” to participate.
Conditions for Russian participation
To address “the lack of confidence in the global sporting community relating to the return of Russian athletes to international competition,” the IOC requires that all Russian competitors be part of a recognized doping testing program. The IOC has not yet decided whether Russia can display its flag, colours, or anthem at the Olympics, stating that decision will come “at an appropriate time.” Additionally, the IOC will continue to avoid organizing events in Russia and will not invite Russian government officials to its events.
Recent Russian participation in Olympics
Russian athletes have already competed at the 2024 Paris Games and the 2026 Winter Olympics in Milan, but only as neutrals. At the 2024 Paris Olympics, just 32 athletes from Russia and its ally Belarus participated as approved neutrals, winning five medals. In contrast, the Russian team fielded over 300 athletes at the 2021 Tokyo Games, earning 71 medals.
Russia welcomes IOC decision
Russia has applauded the IOC’s move. Russian sports minister Mikhail Degtyarev said on social media: “The IOC is sending a clear signal: the Olympic movement must remain free from politics.” He added that Russia plans to participate in qualifiers for the 2028 Olympics.
IOC stance on Ukraine war
Despite the lifted ban, the IOC said it still “strongly condemns” Russia’s invasion of Ukraine. However, it “recognizes that an athlete’s participation in international competition should not be limited by the involvement of their government in a war or conflict.”
