Canada Expands Sanctions Against Iranian Tech Procurement Networks

Canada has announced significant new sanctions targeting Iranian businesspeople and companies directly involved in procuring technology for military purposes. The measures, announced by Global Affairs Canada on Thursday morning, represent the latest escalation in Canada's ongoing efforts to counter Iran's destabilizing activities in the Middle East and beyond.

Targeting Key Figures and Entities

The sanctions specifically target five individuals and four entities that Global Affairs says are "directly involved in procuring technology in support of the Islamic Revolutionary Guard Corps." According to the government statement, these networks have been instrumental in transferring arms, drones, and technology to Iran's proxy networks and to Russia for use in the war against Ukraine.

The newly listed individuals include:

  • Ehsan Imaninejad, CEO of Saad Sazah Faraz Sharif
  • Hadi Zahourian, CEO of Chekad Sanat Faraz Asia

  • Ehsan Rahat Varnosfadrani, chief scientist and former CEO of Chekad Sanat Faraz Asia
  • Rahmatollah Heidari, managing director and board member of Baharestan Kish Company

Entities Supporting Drone Development

The sanctioned entities play crucial roles in Iran's military technology development, particularly in drone manufacturing. Chekad Sanat Faraz Asia, also known as Shakad Sanat Asmari, is involved in developing and manufacturing components for Iran's Shahed series drones. Similarly, Saad Sazah Faraz Sharif (with alternative names Sadid Sazeh Parvaz Sharif and Daria Fanavar Borhan Sharif) contributes to the same drone development programs.

Kimia Part Sivan Company, known as KIPAS, serves as the drone production arm of the Islamic Revolutionary Guard Corps-Quds Force. Meanwhile, Sarmad Electronic Sepahan Company focuses on developing electronic and electromechanical components for avionics and drone systems.

Expanding Sanctions Framework

These latest measures bring Canada's total sanctions against Iranian individuals and entities to 487, implemented under the Special Economic Measures Act and the Justice for Victims of Corrupt Foreign Officials Act. The sanctions freeze any assets the targeted persons may hold in Canada and prohibit people in Canada and abroad from making property available to them. Additionally, listed individuals are barred from entering the country.

"The transfer by the Islamic Republic of Iran of arms, drones and technology to Iran's proxy networks and Russia for use in its war against Ukraine is fuelling international armed conflict," stated Global Affairs in their official release.

Broader Context and Regional Impact

Global Affairs emphasized that the current conflict involving Iran has escalated across the Middle East due to the Iranian regime's attacks on neighboring states. These actions contribute to growing economic instability and disruptions to global trade, shipping, and energy markets.

Over the past two years, Canada has taken several significant steps against Iran, including listing the Islamic Revolutionary Guard Corps as a terrorist organization under the Canadian Criminal Code and designating Iran as a state sponsor of terrorism. In late 2022, Canada also designated several senior Iranian officials in government, security, and intelligence agencies as inadmissible to Canada.

The National Post reached out to Global Affairs for comment from Foreign Affairs Minister Anita Anand but had not received a response at the time of publication. These sanctions represent Canada's continued commitment to addressing security concerns related to Iran's military technology procurement and its impact on regional and global stability.
