Senate Report Urges Return of Antisemitism Envoy Amid Rising Hate

A recent Senate report on antisemitism has garnered support from Jewish groups across Canada as communities grapple with a surge in hatred and harassment. The report, titled Heightened Antisemitism in Canada and How to Confront It, was tabled in the Senate and emphasizes the need for concrete actions to address the escalating crisis.

Key Recommendations and Community Response

The report, produced by the Senate Standing Committee on Human Rights, includes 22 recommendations aimed at confronting antisemitism. Among the most prominent is a call to reinstate Canada's special envoy on preserving Holocaust remembrance and combating antisemitism. This position was abolished earlier this year by the Mark Carney Liberals as part of a restructuring of how Ottawa handles discrimination and hate.

Noah Shack, CEO of the Centre for Israel and Jewish Affairs (CIJA), highlighted the timeliness of the report, stating that antisemitism has moved from the margins to permeate society and institutions. "As Jewish institutions face violent attacks and Jewish Canadians experience unparalleled levels of hate crimes, antisemitism is no longer confined to the margins — it has spread across our society and institutions," Shack said. He commended committee members, including Senators Leo Housakos and David Arnot, for reflecting the serious concerns of Canada's Jewish community.

Context of Rising Antisemitism

The report comes in the wake of increased anti-Jewish incidents following the October 7, 2023, Hamas attacks. In Canada, this period saw a wave of anti-Israel protests, university campus encampments, and intimidation marches through Jewish neighborhoods. Senator Paulette Senior, chair of the committee, noted that the report aims to understand these perspectives and develop critical recommendations to address discrimination against Jews in Canada.

"We really wanted to be able to understand from their perspectives what was going on, but also be able to, through that understanding, come up with recommendations that we think are critical to address discrimination against Jews in Canada," Senior explained in an interview.

Focus on Education and Policy

The report underscores that legislation alone cannot eradicate hate, emphasizing education as a key component. It recommends that the reinstated envoy have a mandate to advise the government on policy, education initiatives, and international cooperation related to antisemitism and Holocaust remembrance. Other recommendations include:

  • Combating online extremism and radicalization.
  • Enhancing education on hate and supporting Bill C-9, the Combatting Hate Act, which would create "bubble zones" around religious properties.
  • Criminalizing the display of hate symbols and easing the prosecution of hate crimes.

Senior, reflecting on her own experiences, stressed the importance of integrating such education into curricula, similar to efforts against anti-Black racism. "I think it's key, to be quite frank... legislation is only part of the problem," she said, adding that learning about the Holocaust during her schooldays left a lasting impact.

Government Restructuring and Future Steps

The federal government abolished the special envoy position in February, along with the special representative on combatting Islamophobia, replacing both with a new "rights, equality and inclusion" advisory council. However, the Senate report argues that a focused approach on antisemitism is necessary due to its pernicious nature. Deborah Lyons, the last person to hold the envoy position, resigned in July, just three months before her term ended.

As Jewish communities continue to face heightened threats, the report's recommendations aim to provide a roadmap for action, blending policy, education, and international cooperation to combat antisemitism effectively.
