The Windsor-Essex County Health Unit has introduced a vital new resource specifically designed for local residents facing challenging situations involving conflict or crisis. The Essex Neighbourhood Safety Plan, officially unveiled on Wednesday, February 25, 2026, provides comprehensive guidance and local support information for various emergency scenarios.
A Comprehensive Guide for Diverse Crisis Situations
This newly developed 14-page document outlines clear signs and appropriate actions for numerous crisis situations that community members might encounter. The safety plan specifically addresses intimate partner violence, interpersonal conflict, discrimination or racism, human trafficking concerns, homelessness issues, substance use crises, and mental health emergencies. For each scenario, the guide offers detailed information about local resources, community support services, housing connections, and both emergency and non-emergency contact information tailored specifically to Essex County.
Police Partnership and Community Focus
Developed through the Substance Supports in Neighbourhoods Accessed Through Police Partnerships (SSNAPP) initiative and funded by a provincial community safety and policing grant, the safety plan represents a collaborative effort between law enforcement and public health officials. Essex County OPP Staff Sgt. Christian Cortese emphasized the plan's practical value during the unveiling at the Essex Library.
"These plans were created with a clear purpose," Cortese explained. "To help community members feel informed, prepared and supported when facing situations involving opioid use, overdose, mental health concerns or other substance use challenges that may arise within our neighborhoods."
From a policing perspective, Cortese noted that crisis situations often create stress and uncertainty for community members. "People frequently ask important questions: Who should I call? What actions should I take? How can I provide assistance without putting myself at risk? These neighborhood safety plans will help answer some of those critical questions," he added.
Practical Guidance and Proactive Prevention
The safety guide goes beyond simple contact lists to offer practical tips for various scenarios and provides guidance for safely assisting others when individuals feel comfortable doing so, particularly when someone is experiencing a mental health or substance use crisis. Cortese emphasized the proactive nature of the initiative, stating that "Our goal extends beyond responding to incidents to working proactively with the community to prevent harm, reduce risk, and strengthen neighborhood well-being. These plans represent one more valuable tool to help achieve those objectives."
Localized Resources and Community Distribution
The Windsor-Essex County Health Unit partnered extensively with the Ontario Provincial Police to develop individual guides for the municipalities of Essex and Leamington. Windsor maintains its own separate City Neighbourhood Safety Plan. Jennifer Bradt, program manager at the health unit, highlighted the resource's practical value for community members.
"When difficult situations arise—whether involving friends, family members, or community members—it can be challenging to identify the appropriate contacts or agencies that can provide assistance," Bradt noted. "This resource helps fine-tune directions about where to turn and who to contact during those critical moments."
Community Leadership Support
Essex Mayor Sherry Bondy expressed strong support for the new program and indicated her eagerness to distribute copies of the safety plan throughout her community. The document will be physically distributed across Essex County while also being available as a digital resource for broader accessibility.
This initiative represents a significant step forward in community safety planning, providing residents with locally relevant information and resources to navigate challenging situations more effectively. By combining practical guidance with specific local contact information, the Essex Neighbourhood Safety Plan aims to empower community members while strengthening overall neighborhood resilience and well-being throughout the region.
