Calgary officials are urging residents to prioritize safety before heading out on rivers this summer, as the city anticipates a record number of water activities. During a news conference at Harvie Passage, Staff Sgt. Andy Woodward of the Calgary Police Service emphasized that a fun day on the water can quickly turn tragic.

Key Factors in Fatalities

Woodward identified three primary factors behind most drowning deaths: impairment, exposure to cold water, and the absence of a life jacket. He warned that falling on the ground can hurt, but falling into water can be fatal.

Multi-Agency Effort

The safety initiative is led by the city's Aquatic Safety department, in collaboration with the Calgary Fire Department, Emergency Management & Community Safety, and Calgary 9-1-1. Officials advise checking the City of Calgary's website for waterway hazards, assessing dangerous conditions before departure, and ensuring proper equipment such as life jackets, paddles, and ankle leashes.

Rescue Statistics

Most rescues occur in July, averaging 50 operations annually. Over the past decade, Calgary has recorded 30 drowning deaths, with one in 2026 and three in 2025. The Bow River between Shouldice Boat and Harvie Passage sees the most rescues, impacting communities like Montgomery and Inglewood.

Importance of Life Jackets

Woodward stressed that impairment, cold water, and lack of life jackets are behind most fatalities. Calgary Fire has recorded seven incidents involving paddleboarders falling off, including one person tied to a board and dragged downstream. Police and bylaw officers will monitor activities to enforce rules.

Susan Wall, an inspector with emergency management, noted that those caught without a life jacket face fines up to $500 and a court appearance.

Current River Conditions

Higher flow rates due to melting snowpacks and heavy rainfall prompted a city advisory on May 29, which has since been lifted. However, low visibility and cold water temperatures remain risks.
