Durham Regional Police responded to an assault call at Grove School on Simcoe Street South on February 26 at approximately 11:45 a.m. According to authorities, two male youths were engaged in a physical altercation when one individual sprayed the other with bear spray.

Both the suspect and victim received treatment for minor injuries and contamination from the spray. As a precautionary measure, students and staff were evacuated from the school due to the spread of the contaminant.

A 17-year-old male from Whitby has been charged with assault with a weapon and administering a noxious substance in connection with the incident.

Hamilton Police Report Alarming Trend

Meanwhile, Hamilton Police have issued a public advisory warning of a concerning rise in youth-related violent incidents, specifically noting an increase in the misuse of bear spray during conflicts.

Over the past several months, officers have responded to numerous incidents involving young persons engaged in assaults, group conflicts, and weapons-related offences. Police express particular concern about the growing trend of youth carrying and deploying bear spray in disputes.

Since March 3 alone, police have responded to five separate bear spray incidents, resulting in charges against three youths.

Statistical Analysis Reveals Sharp Increase

Police data indicates that bear spray-related incidents have steadily increased each year between 2021 and 2025, representing a dramatic 115% rise over the past five years. Youth aged 10 to 19 account for approximately 63% of identified offenders in these cases.

The most frequently reported offence involving bear spray is assault with a weapon, indicating its use as a weapon rather than for its intended purpose of wildlife deterrence.

Project Breathe Easy: Police Response Initiative

In response to this disturbing trend, Hamilton Police have launched Project Breathe Easy, a targeted initiative aimed at reducing bear spray-related violence in the community.

The comprehensive program includes:

  • Increased enforcement and high-visibility patrols in identified hot-spot areas
  • Proactive engagement with youth through community outreach
  • Compliance checks at retailers selling bear spray to ensure adherence to applicable legislation
  • Responsible sales practices monitoring
  • Intelligence-led response to emerging concerns

Police Leadership Speaks Out

"We don't see a lot of bears walking around Hamilton. The reality is, we don't have a bear problem — we have a youth safety problem that needs to be addressed," said Chief Frank Bergen in a statement.

"We're not here to alarm families — we're here to support them. At the same time, we are taking enforcement action where necessary to keep our community safe."

Community Education and Prevention Efforts

In addition to enforcement measures, police are hosting a series of community information sessions aimed at parents and caregivers scheduled for April 14, 16, 21, and May 12.

"These sessions are about education, prevention, and accountability," added Inspector Frank Miscione in a statement. "We want parents to feel informed and supported, and we want youth to understand there are real consequences when weapons are brought into conflicts."

The Oshawa incident and Hamilton Police response highlight a growing concern about weaponized bear spray in school and youth settings across Ontario, prompting law enforcement to implement both enforcement and educational strategies to address the issue.
