Regina's city council has unanimously approved the first major step towards constructing a new six-storey residential apartment building on a prominent property bordering the scenic Wascana Park. The decision involves rezoning the land at 2571 Broad Street, paving the way for a significant urban development.

Unanimous Council Decision Paves the Way

In a move that signals strong support for urban infill, Regina's city council gave its full backing to change the zoning for 2571 Broad Street from institutional use to residential high-rise. This crucial vote, which took place on November 24, 2025, allows the property owner and developer, West Oak Investments, to move forward with its plans for a modern, six-storey apartment complex.

The site is currently occupied by the former home of a Canadian Blood Services donation centre, which has since relocated to the Landmark Shopping Centre on Albert Street south. The developer has confirmed its intention to demolish the existing structure to make way for the new building.

Details of the Proposed Apartment Complex

Speaking before council, Dan Torrie, the President and CEO of West Oak Investments, outlined the vision for the project. The proposed building is slated to contain approximately 100 rental units, offering a diverse mix of bachelor suites along with one-, two-, and three-bedroom layouts.

Torrie emphasized the uniqueness of offering three-bedroom units in a rental building, stating it would be a great addition to the area. The design is expected to feature townhouse-style units on the first two floors, enhancing the streetscape and providing varied living options.

Parking has been carefully considered, with plans for a combination of underground and above-ground parking spaces at a one-to-one ratio with the living units. Torrie noted that this exceeds the parking provision of some existing downtown apartments, which have operated successfully with a lower ratio.

Prime Location and City Planning Alignment

The location is considered prime real estate, boasting views over Wascana Park and proximity to both the Legislative Building and downtown Regina. This strategic positioning aligns with the city's broader planning goals.

City administration confirmed that while the lot sits just outside the primary intensification zone established in 2024, the project's transformation of the site into a residential property is fully in line with the intention of that zoning initiative. The initiative, part of the city's Housing Accelerator Fund strategy, allows for six-storey apartments near main bus routes without needing special council approval.

As a result, it was recommended that the property be retroactively included in the primary intensification area. Furthermore, the development fits seamlessly with Regina's Official Community Plan, which calls for at least 30 per cent of new housing to be built in established, infill areas. The project had already received support from the Regina Planning Commission at its meeting on November 13th.
