Calgary's Alternative Housing Boom Offers Relief for Over 250,000 Residents

As housing affordability becomes an increasingly pressing issue in Calgary, more than 250,000 residents are finding themselves unable to comfortably manage their housing expenses. This growing crisis has prompted a significant shift toward alternative housing solutions beyond traditional detached homes and condominiums.

City Initiatives Driving Change

The City of Calgary has implemented several strategic measures to address this challenge, including incentive programs, updates to the Land Use Bylaw, and the forward-looking Calgary Plan. These initiatives are specifically designed to expand housing supply, increase choice, and improve affordability for residents across the city.

"The statistics show that over 20 percent of Calgarian households are struggling to pay their housing bills," explains City of Calgary chief housing officer Reid Hendry. "That is now over 100,000 households. It's important to allow room for these different housing forms, that we allow room for choice and optionality, and we allow the opportunity for Calgarians to thrive in having safe and accessible housing."

Secondary Suites: A Proven Solution

Secondary suites have emerged as one of the most successful alternative housing options in Calgary. While these rental units have existed in various forms for years—sometimes informally or even illegally—the city has recently taken proactive steps to encourage their legalization and expansion.

The city's incentive program offers homeowners up to $10,000 to build and register a secondary suite, with the majority of these units being one-bedroom spaces. "It's been one of our most powerful and most successful programs to date," Hendry noted, revealing that approximately 24,000 secondary suites are now officially registered with the city.

This represents a substantial portion of Calgary's housing market, providing homes for an estimated 30,000 to 50,000 residents who might otherwise struggle to find affordable accommodation.

Laneway Homes: The Emerging Alternative

Also known as backyard suites, laneway homes represent the next frontier in Calgary's alternative housing landscape. Currently, these residences occupy a position similar to where secondary suites stood five to ten years ago—relatively unknown to both the market and contractors.

"As best we know it today, going back to using that 600,000 total residential unit number, the number we have for backyard suites at this present moment is 369," Hendry explained. "And so, it gives you an idea of how small it is as a housing form in our city."

To stimulate growth in this sector, the city recently launched a backyard suites incentive program funded through its Housing Accelerator Fund. This initiative aims to increase uptake and familiarize more buyers with the concept.

"Similar to the secondary suite, it's a very powerful program, because the land cost is inherently reduced or absent in some circumstances, allowing a very affordable living format that still comes with some of those benefits of—I'll call it a more single detached approach—that some Calgarians prefer to live in," Hendry emphasized.
