Three Charged in DTES Drug Trafficking Bust

Three people have been charged and several others arrested following a police operation targeting drug trafficking activities in three suites of a building in Vancouver's Downtown Eastside. The Vancouver Police Department (VPD) executed searches as part of two investigations, leading to significant seizures and charges.

Project Bouquet Investigation

The first investigation, named Project Bouquet, began in July 2025 after police suspected drug trafficking at a unit located at 339 East Hastings Street. A search warrant was executed on July 17, resulting in the seizure of weapons, over $2 million worth of street drugs, and $141,000 in Canadian and U.S. currency. In March, Crown prosecutors approved charges against James William Clapp for drug trafficking, and against Roy Alvin Haynes and Jose Inacio for possession for the purpose of trafficking and weapons possession.

Second Investigation and Seizures

Following the initial bust, investigators launched a second operation, Project Bouquet Deux, after suspecting additional drug trafficking activities in other units within the same building. Searches of two more suites uncovered over three kilograms of suspected cocaine, fentanyl, and crystal methamphetamine. Officers also seized multiple weapons, including a Taser and crossbow, two bulletproof vests, and $12,000 in cash. Several individuals were arrested, though charges have not yet been laid. VPD spokesman Sgt. Adam Donaldson stated that investigators believe the drug trafficking operations in all three suites are connected.

Impact on the Community

VPD Insp. Gary Hiar previously noted that crime and toxic drug deaths in the Downtown Eastside are fueled by predatory drug dealers and gang members who exploit vulnerable residents. Donaldson added that traffickers often take over someone's suite, moving in to use it for drug operations. “It’s very disruptive to other people in the building who are trying to live their lives and stay out of trouble,” he said. He also emphasized that drug trafficking carries a high risk of violence. The investigations highlight ongoing efforts by law enforcement to address drug-related crime in the area.
