Jeff Leiper, a city councillor for Kitchissippi since 2014, is aiming to become Ottawa's next mayor in the 2026 municipal election. As one of four registered candidates, Leiper is presenting a platform centered on fixing public transit and leveraging his experience at City Hall.

Transit Overhaul

Leiper's primary focus is reversing the cuts made during OC Transpo's "New Ways to Bus" rollout a year ago. He promises to restore "comprehensive" citywide bus service, ensuring more frequent arrivals and broader route coverage. With electric buses finally arriving after supply chain delays and the LRT on track for full repairs, Leiper aims to stabilize bus service and deliver the train service residents paid for.

He also proposes a strategy of regular bus acquisitions to avoid a repeat of the current situation where many buses reach end-of-life simultaneously. A "service guarantee" would compensate riders when transit falls short of targets, and citizen representatives would regain seats on the transit commission to rebuild trust.

Progressive Voice

Leiper, known as a progressive voice on council, chairs the planning and housing committee and serves on transit, built heritage, and finance committees. He emphasizes his effectiveness in securing significant investment for his ward and understanding City Hall's inner workings. "I know how City Hall works, I know the people, I know the mechanisms, I know the statutes, I know the limitations," he said. "I have been a very effective city councillor and the residents of Ottawa should expect I will bring that same level of effectiveness to my role as mayor."

Leiper's campaign promises a responsive, effective approach to governance, building on his 12-year record at the council table.
