Parthi Kandavel, the city councillor for Scarborough Southwest, has revealed that he is under investigation by the Ontario Provincial Police (OPP). The first-term councillor, who succeeded Gary Crawford as the ward's representative in 2023, shared the news in a social media post on Sunday evening. He stated that he was 'surprised' to learn on Friday that the OPP had opened an investigation into his affairs and expressed hope to 'resolve the situation quickly.'
Kandavel's Statement on the Investigation
In his post, Kandavel emphasized his commitment to public service and integrity. 'I've worked hard to earn the trust of the people of Scarborough Southwest, which I take seriously,' he wrote. 'I've strived to maintain the highest standards of ethics and integrity and will address any allegations that suggest otherwise. I'm still learning more about the investigation and the nature of the allegations and will share more as I can.'
Allegations Referred by Toronto Police
An email seeking comment from the OPP was not immediately returned. However, provincial police confirmed to the Toronto Star that a probe is underway after allegations against Kandavel were referred to them by Toronto Police. OPP spokesperson Tracey Mellersh told the Star, 'The investigation is ongoing and we are unable to provide further comment at this time.'
Possible Link to High-Rise Development
The Star's report, citing a source familiar with the OPP investigation, indicated that the probe is focused on gathering information about a high-rise development on Kennedy Road in Scarborough. The property at 708-712 Kennedy Rd., located in the Scarborough Junction neighbourhood, falls within Kandavel's ward. According to the Star, in June 2025, the city council passed a motion introduced by Kandavel that directed the city to accept a settlement offer from the site's owners to allow the project to proceed, despite concerns raised by city staff.
Background of the Councillor
Kandavel, a former teacher and Toronto District School Board trustee, secured his council seat by defeating Kevin Rupasinghe in a November 2023 byelection. The investigation adds a layer of scrutiny to his tenure as a municipal representative.
