Windsor Social Worker Faces Additional Child Sex Charges

A Windsor social worker already facing child sexual abuse-related charges has been arrested again for allegedly violating the conditions of his release order, according to Windsor police.

New Charges Filed

In a news release issued Thursday, Windsor police stated that the 46-year-old man was charged on May 19 with 11 counts of failing to comply with court-imposed release conditions. These charges stem from an Ontario Provincial Police (OPP) investigation involving allegations of child luring.

Police identified the accused as Shaun Raymond Ouellette. He was originally arrested by the OPP in December 2024 and subsequently released under strict conditions. Among those conditions was a prohibition against seeking, obtaining, or continuing any paid or unpaid position of trust or authority involving anyone under the age of 16.

Previous Charges

In December 2025, Windsor police separately charged Ouellette with sexual assault, sexual interference, and uttering threats to cause death in an investigation involving a 13-year-old child.

Alleged Breach

More recently, investigators alleged that Ouellette breached the terms of his release order by providing therapy to a 15-year-old on 11 separate occasions. Police said he was located and arrested at a residence in east Windsor on May 19.
