The Windsor Police Service has officially deployed a powerful new digital tool designed to enhance community safety: an interactive, real-time map that allows officers to monitor hundreds of local high-risk offenders. The in-house developed Bail Compliance Dashboard went live this week, marking a significant technological leap in how the service manages individuals under court-ordered conditions.
A Proactive Tool for Enhanced Public Safety
Inspector David DeLuca highlighted the dashboard's importance, stating it provides officers with immediate access to critical information. This capability enables a more proactive approach to enforcement, improves compliance with release conditions, and aims to increase safety across Windsor. The tool centralizes data that was previously more fragmented, allowing for faster identification of risks and more decisive intervention by frontline personnel.
So far in 2025, the service's dedicated Bail Compliance Unit has been tracking 370 individuals with conditions related to serious offences. These include crimes involving firearms, offences against persons, and cases of repeated violations. The unit's work has already led to 95 bail-related investigations and charges being laid in 77 cases this year.
How the Digital Dashboard Works
The core of the system is a live interactive map that gives authorized officers instant access to a wealth of information on individuals out on bail in the community. Key data points available include:
- Current addresses and photographs of offenders.
- Specific court-ordered release conditions.
- Other critical compliance information.
By having this information centralized and visualized geographically, police can more effectively monitor compliance, spot emerging patterns or issues, and coordinate a quicker response.
Boosting Collaboration Across Jurisdictions
An important feature of the Windsor system is its ability to enhance inter-agency collaboration. The data fed into the local dashboard is also shared with the Ontario Provincial Police's Provincial Bail Compliance Dashboard. This seamless information sharing is particularly crucial for tracking individuals on bail for firearms-related offences or crimes against persons, regardless of where they might travel within the province.
The launch of this dashboard represents Windsor Police's commitment to leveraging technology not just for reactive policing, but for building a more proactive, intelligence-led strategy to manage high-risk individuals and safeguard the community.
