SIU Launches Investigation Following Rockland Arrest Involving Impaired Driving and Assault Charges

The Special Investigations Unit (SIU), Ontario's independent police watchdog, has invoked its mandate after a 27-year-old Rockland man was arrested and charged with multiple offences, including impaired driving and assaulting a peace officer. The incident, which occurred in Russell County, has drawn scrutiny due to an injury sustained by the driver during the arrest process.

Details of the Police Response and Arrest

According to the Ontario Provincial Police (OPP), officers from the Russell County detachment responded to reports of a vehicle traveling at high speed in an unsafe manner at approximately 9:45 a.m. on March 20. Police indicated that the vehicle was believed to have been involved in multiple single-vehicle collisions before authorities located it and safely brought it to a stop.

The driver, identified as Jerome Morgan, was subsequently arrested in Rockland. During the arrest, Morgan suffered an injury, though police have not disclosed specific details regarding the type or severity of the injury. The OPP emphasized that the incident prompted the involvement of the SIU, which investigates cases involving police that result in death, serious injury, allegations of sexual assault, or the discharge of a firearm at a person.

Charges and Legal Proceedings

Morgan faces a total of five charges related to the incident:

  • Assault peace officer
  • Resist police officer
  • Operation while impaired — alcohol and drugs
  • Operation while impaired — blood alcohol concentration (80 plus)
  • Fail to remain

He is scheduled to appear in a L'Orignal courtroom on June 3 for these charges. As of March 24, the SIU had not released an official report on the incident, leaving aspects of the investigation ongoing.

Role of the Special Investigations Unit

The SIU operates as an independent agency tasked with examining incidents in Ontario where police interactions lead to serious outcomes. Its mandate includes probing cases involving:

  1. Death or serious injury
  2. Allegations of sexual assault
  3. Discharge of a firearm at a person

In this case, the injury sustained by Morgan during arrest triggered the SIU's involvement, highlighting the unit's critical role in ensuring transparency and accountability in law enforcement actions.

Community and Investigative Outreach

In a news release dated March 24, the OPP urged anyone with information about the incident to come forward. They provided contact details for the Russell County OPP at 1-888-310-1122 and noted that individuals wishing to remain anonymous could reach out to Crime Stoppers at 1-800-222-8477 or through their online platform at ontariocrimestoppers.ca.
